Department of the Treasury, Departmental Offices, intends to issue a
delivery order against an existing Library of Congress, Fedlink Basic
Ordering Agreement, to renew on-line access and retrieval of
Congressional, Regulatory, U.S. Code, and Congressional Testimony and
Hearing Transcript information. The on-line information should be
available to 300 Treasury Office of Inspector General (OIG) users
around the country with unlimited access. Service users are in two (2)
locations in Washington, DC and in eleven (11) field locations.
Congressional service, retrievable information should include full text
of bills, bill digest, bill status, legislative history, committee
reports, committee schedules (as soon as they are announced, along with
witness lists), votes, member profiles, and newspaper articles. The
Regulatory service should enable OIG managers to readily access
up-to-date information in the Code of Federal Regulations soon after
rule changes are announced in the Federal Register. The U.S. Code
information should enable ready access to up-to-date information in the
U.S. Code soon after laws are signed by the President. The
Congressional Hearing Transcripts and Testimony service should provide
next-day access to prepared testimony of Congressional committee
hearings, and transcripts of all question-and answer exchanges for the
key committees and subcommittees having OIG interest. A subject
indexing feature is needed whereby the vendor assigns subject terms to
bills and other information; as soon as a bill changes, new subject
terms should be assigned. The service should provide a customized
keyword search capability. The service should provide the full text of
bills and bill tracking capability dating back to the 96th congress
(1979-1980). This service will continue for a period of one year. No
solicitation document will be issued as a result of this synopsis. Only
written responses to the notice will be accepted and should include
pricing and technical data sufficient to determine capabilities. The
