intends to award at least two Indefinite Delivery/Indefinite Quantity
Task Order arrangement contracts to support the Government's
requirements for space and affiliated space capabilities support. The
contracts will be a hybrid Cost-Plus-Fixed-Fee/Cost-Plus-Award-Fee
arrangement. Details will be provided in the solicitation. Support
shall include, but is not limited to, scientific, analytical,
engineering and technical assistance required by the principal agencies
involved in space and affiliated space capabilities: U.S. Army Space
Missile Defense Command, Space Applications Technology Program (SATP);
Battle Command Battle Labs (BCBL) and U.S. Army Space Command
(USARSPACE). Relevant efforts by other agencies, such as Director,
Headquarters, Department of the Army (HQDA); Office of the Assistant
Secretary of the Army for Research, Development and Acquisition, Space
and Strategic Systems (SARD-TS); U.S. Army Space and Strategic Defense
Command (SSDC); various Program Executive Offices (PEOs) and their
subordinate Program Managers (PMs); Army Space Program Office (ASPO);
CECOM Space Systems Directorate; DARPA; TRADOC Centers, Schools and
Battle Labs; Laboratory Command (LABCOM); Air Force Space Command
(AFSC); Naval Space Command (NAVSPACECOM) and U.S. Space Command
(USSPACECOM) will also be supported under this SOW. Relevant efforts by
other DoD agencies may also be supported by this SOW. The SIC Code is
8731 and the Small Business Size Standard is 1,000 employees. An
Industry/Pre-solicitation conference is scheduled for 9:00 a.m. 19
January 1999, at Building 1 Auditorium, Peterson Air Force Base,
Colorado, prior to release of the formal solicitation. Multiple awards
with identical scopes of work and estimated hours are contemplated.
First consideration will be given to a Small Business set-aside, with
the second award to be the result of full and open competition. The
base period will be 01 OCT 99 through 30 SEP 00 with four one-year
options. There will be a 3 month phase-in period (1 Jul -- 30 Sep 98).
Downloading from the ARSPACE Internet site, http://www.armyspace.com
is anticipated to be the primary method of disseminating the
solicitation. Hard copies of the solicitation will be offered only on
an exception basis to those who do not have access to the Internet. No
telephone requests for this package will be accepted. Offerors are
encouraged to immediately "register" with this office pending
completion of this website. E-mail or faxed requests received directly
from the requester are acceptable. Additional information such as a
bidder's list, technical library, historical information and frequently
asked questions will also be available on the website shown above, as
they become available. As such, potential offerors are encouraged to
check the website frequently. The draft statement of work will be
available on the Army Space Homepage Tuesday, 10 November 1998. You
will also see other pertinent information as of this date. The formal
solicitation will be released on or about February 22, 1999. All
responsible sources may submit an offer which Army Space Command shall
