The contractor shall provide 400,000 man-hours of work directive
controlled level of effort (supplies and services) to provide research,
development, testing and evaluation in support of fuels and lubricants.
The contractor shall perform effort to provide technical data as
required by the Army, other branches of the Armed Forces and Federal
Agencies to improve the technology of fuels, lubricants, power
transmission fluids, corrosion preventatives and specialty compounds
and energy conversion for use in military materiel and in support of
the Army's mission as Executive Agent for ground fuels and lubricants
in the Department of Defense (DOD). This effort will require
integrating basic and applied research, exploratory and advanced
development and providing investigations and evaluations associated
with engineering support activities in the field of fuels, lubricants
and related materials for military vehicles and equipment. The
contractor shall conduct the research effort in an integrated and
homogeneous manner to assure that the totality of a complete system is
always a prerequisite consideration. This takes into consideration
essential functional interactions that exist between the different
product technologies (i.e., fuels, lubricants and fluids and materiel
systems). The period of performance is 60 months. The contract will be
a Cost-Plus-Fixed-Fee, level of effort for 400,000 man-hours. There
will be an initial award with an option for the remaining hours to be
exercised in increments for five years. The Government intends to
negotiate the proposed contract on a sole source basis with Southwest
Research Institute of San Antonio, Texas, pursuant to 10 U.S.C.
2304(c)(1) as implemented by FAR6.302-1, Only One Responsible Source.
