COMMERCE BUSINESS DAILY ISSUE OF NOVEMBER 9,1998 PSA#2218AAAV Technology Center, USMC-DRPM-AAAV, Dept #208, Woodbridge, VA
22191-1215 10 -- SELF-DEFENSE WEAPON STATION DUE 112098 POC Spencer Greenwald,
Firepower, (703) 492-3370 Market Research: The U.S. Marine Corps Direct
Reporting Program Manager for Advanced Amphibious Assault (DRPM-AAA) is
requesting information from potential suppliers of integrated
self-defense weapon stations including sighting devices and compatible
ammunition handling systems for use in the Command and Control Variant
of the Advanced Amphibious Assault Vehicle (AAAV(C)). Information will
be used to support Government-directed studies to determine candidate
design concepts for the AAAV(C). Seventy-eight production vehicles
will be procured starting in FY 2004. The AAAV is a self-deploying,
high water speed, fully tracked, Nuclear Biological Chemical
(NBC)-protected, armored amphibious vehicle. It will allow immediate,
high-speed maneuver of Marine infantry units as the AAAV deploys from
ships located over the visual horizon -- 25 miles and beyond. The
selected system must be suitable for full naval and land combat
environments. The weapon system is required to provide self-defense
against dismounted infantry at minimal cost and physical impact to the
vehicle and its subsystems. It should therefore be small, lightweight,
modular and require little or no power. Required capabilities and
characteristics include: defeat dismounted infantry within 500 meters,
be operable by a 5th 95th percentile Marine single operator, provide
360 degree coverage, survive full seawater submergence, and survive Sea
State 5. The selected system must be currently available, currently in
production, or planned to be in production by FY 2004, with prototypes
available FY 2001 and FY 2003. Desired capabilities and characteristics
include: defeat very light material, operable while under armor,
compatible with NBC overpressure Collective Protection System, and
capable of day and night vision. The following factors will be
emphasized in evaluating candidate systems: recurring unit cost, total
ownership cost, weight, suitability for the environment, volume
needed, survivability, supportability, reliability, and performance.
Interested firms are requested to provide the following candidate
system information: weight, dimensions (interior, exterior), hull
penetration, cost (non-recurring engineering cost, prototype cost, unit
production cost, life cycle cost, total ownership cost), power required
(28v DC desired), control options (local and remote), reliability
(MTBF), environmental compliance (underwater and ballistic shock,
Electromagnetic Interference (EMI), Electromagnetic Compatibility
(EMC), vibration, water-tightness, operating and storage temperatures),
characteristics and capabilities of sighting system (day and night
performance), effective ranges of engagement (accuracy, lethality),
survivability characteristics (ballistic protection, thermal signature,
radar signature), maintenance characteristics (tools required,
accessibility, MTTR), data rights ownership, sources of supply, system
upgradeability (open systems compliance). Additional information is
available on the AAAV web page (http://www.aaav.hqi.usmc.mil) or can be
requested through e-mail at the following e-mail address:
AAAVC@notes.hqi.usmc.mil. The AAAV point of contact is Mr. Spencer
Greenwald (703) 492-3370. The closing date for this request for
information is 30 November 1998. Companies with existing designs or
currently developing designs that would be available in the timeframe
noted above should provide design characteristics and performance data
to: (US Mail address) DIRECT REPORTING PROGRAM MANAGER AAA, ATTN: Mr.
