changes in the technical specifications are required for unanticipated
repairs and modifications in hull, mechanical, electrical and
electronic systems. The ship's operational schedule for GLOBEC
Broadscale Surveys and standardized Bottom Trawl Surveys (Winter and
Spring Bottom Trawl Surveys) cannot be changed. The surveys are time
sensitive and can not be rescheduled nor moved to another ship based
upon fishing power unique to this ship. The ship is committed for
survey work commencing January 11, 1999 until FY2000 (November/December
1999) without any windows of opportunity for accomplishing drydock
repairs. The time necessary to complete the specification changes,
amend the solicitation, evaluate proposals, award a contract and
accomplish the repairs will not allow the ship to be ready for service
in time to satisfy this operational schedule. Therefore, solicitation
