(916)643-0283 17. The Television Audio Support Activity proposes to
procure a Broadcast Automation System that supports the following:
television program planning, program scheduling, media inventory
management, program preparation, spot scheduling, signal acquisition,
recording and on-air playback. This acquisition is for a five year
Requirements Contract, one base year and four option years. The
Broadcast Automation System consists of five major subsystems: the
Automation Subsystem (hereafter referred to as the "Automation
Subsystem"), MPEG2 video servers, Routing Switchers DC to L-Band RF
Matrix Routing Switcher and a Digital Film Library with a capacity of
storing (20K) twenty thousand hours of MPEG 2, 4.2.0, 4.2.2, variable
GOP, and selectable compression from 4 to 48MB/s compressed video
(hereafter referred to as "the On-Line Archive Library) with hardware
and software; integration with existing hardware, software, and
furnishing of spares. The Automation Subsystem shall be the primary
control and data entrypoint of all subsystems for the purpose of
originating and monitoring 6 video with stereo audio on-air channels,
scaleable to 8 channels. Also, the Automation Subsystem shall have the
capability of 15 simultaneous recordings (stereo audio with video),
scaleable to 24, to the Near Line video server and/or the On Line
Archive Library, user selectable. The Automation Subsystem shall
maintain a central database (hereafter referred to as the "Database")
of all required data for maintaining and instantly updating
Programming, Contracting, Traffic sections, active play lists, and
record lists with real time-critical information. The Automation
Subsystem shall be capable of inserting 15 separate GPI/O's into
individual record and playback list with a variable offset of +/-
one-hour in single frame intervals. The MPEG 2 Video Server Subsystem/s
shall provide a tapeless, hard drive based video file storage system,
which shall include the capability to record, store, and playback
television programming material. The Online Archive Library shall
provide a long-term file storage system with the capability to record,
store, and playback (if data tape, it is understood playback is
through a video server) television programming material. The playback
from the On Line Archive Library shall be an automated function, for
example, if an event is in an on-air playlist, the automation system
will identify the location of the file, request it from the On Line
Archive Library, load it to the on-air server and play it to air. Where
reference is made to all, or any combination of the major Subsystems
(Automation Subsystem, Servers, Switchers or On Line Archive Library)
hereafter will be referred to as "the System". The System shall have a
Browser that is capable of communicating to the a Central Database and
the Browser function shall be accessible over the local area network
for media preparation, such as marking in and out points and viewing
media within the System. The System shall have machine control of all
devices used in the media capture and acquisition function. Machine
control will make possible for the acquisition person/s to perform all
adjustments and settings for recording and making level adjustments
from any single PC connected to the system. Machine control will be
serial control of satellite receivers, frame synchronizers, audio DA's,
and a RF Matrix Switcher. A Request for Inforamtion (RFI) package that
contains detail description of the Broadcast Automation System will be
provided upon request. FOB destination March ARB, CA, estimated
solicitation issue date is Feb 99. A pre-proposal conference will be
scheduled on/about March 99 at the Armed Forces Radio and Television
Service-Broadcast Center (AFRTS-BC), March ARB, CA. Prospective vendors
are required to conduct an oral presentation of the system offered;
tentative schedule for the presentations will be in the month of May 99
at McClellan AFB, North Highland, CA. All responsible sources may
submit a proposal which shall be considered by the agency. Prospective
contractors who are interested in obtaining the RFI shall submit a
request in writing no later than 20 Nov 98. Facsimile requests are

resulting from this solicitation, contractor must be registered with
