A U.S. Army Program Manager for Non-Stockpile Chemical Materiel
(PMNSSCM) Program contractor is soliciting expressions of interest and
statement of qualifications of firms wjo possess the capability,
experience, skills and facilities to fabricate, maufacture, and
assemble the Munitions Management Device, Version 2 (MMD-2) in support
of the U.S. Army Non-Stockpile Chemical Weapons Materiel
demilitarization program. This effort is to fabricate the MMD-2 from a
Technical Data Package (drawings and specifications) developed by TBE.
The MMD-2 is comprised of trailer-mounted and skid-mounted equipment
and systems that will be used to process explosively and non-exposively
configured-filled munitions and bulk items. Subject to avaliability of
funds, TBE intends to subcontract with the selected firm(s) for the
fabrication, manufacture, and assembly of several trailer and skid
mounted systems including but not limited to assembly and installation
of commercial material handlingof items (which include media blast
units, cutting saws, transportation carts, tables), fabrication and
installation of piping (incouding Category M), vlaves, pressure
vessels, tanks, mixers, pumps, compressors, associated wiring and motor
control, electrical components and associated wiring, instrumentation
and associated wiring, control air lines and signal wiring, heat traced
vapor sample lines and associated wiring, with TBE furnished off the
road trailers and contained within transportable skids. The
trailor/skid subsystems and mobile units to be manufactured include
chemicl Process, Bulk Item, Unpack area, Chemical Supply, Neutralized
Waste, Explosion Containment Chamber, Distribution Skid, and
Environmental Enclosure. The number and type of trailer-mounted systems
issued for manufacture will depend on the availability of funds from
PMNSCM. The estimated totl dollar value for the contract(s) is $30
Million. It is anticapated that single or mulitpe contract awards will
be made from this effort. Evaluation criteria will be based on past
performance, oral presentations, and price. This is not a Request for
cost Proposal (RFP). The RFP along with Statement of Work and Technical
Data package will be issued on or about December 30, 1998. The contract
awards resulting from the RFP will be made responsible offerors whose
offers represents the best value after evaluation in accordance with
the factors that are listed in the RFP. The contracts will be Firm
Fixed Price contracts. Interested firms should reply to this notice,
