issuing this request for information is twofold. It requests capability
information from interested 8(a) concerns and provides industry the
opportunity to review of the draft PWS and provide feedback.
DESCRIPTION: Non-personal services to provide all personnel, equipment,
tools, materials, supervision, and other items and services necessary
to perform operational management of the Active Duty Master Personnel
Records Activity at the Air Force Personnel Center (AFPC), Randolph Air
Force Base, Texas. The draft PWS is available on the AETC Homepage at
website address:

0003. The estimated quantities of work are listed in the PWS, Technical
Exhibit 2, Workload Estimates. The Active Duty Master Personnel Records
Activity is responsible for maintaining all active duty military
personnel records from the onset of the military personnel's entry into
the Air Force through their separation from the Air Force. The
contractor willalso be required to interact with the Air Reserve
Personnel Center (ARPC), Denver, Colorado. PERFORMANCE PERIOD:
Commencement of performance is estimated to begin on or about 1 Oct 99.
The government does not intend to use FAR PART 12 for this acquisition.
The government reserves the right to make this acquisition an 8(a)
set-aside based on the interest and technical capabilities received
from 8(a) concerns. REQUEST FOR INFORMATION: In order for the
government to make an 8(a) set-aside determination, it is requested
that 8(a) concerns provide sufficient written information supporting
their capability to perform and should as a minimum include: (a)
experience with preparing, scanning, indexing, and imaging documents
into electronic media; (b) experience with management of military
personnel records; (c) provide past corporate and government contracts
with references and points of contact; (d) provide management
infrastructure and corporate financial capability to support this
acquisition. 8(a) concerns must provide the written proof of capability
and a positive statement of eligibility as an 8(a) concern by 10 Nov
98. Responses received after 10 Nov 98 or without the required
information regarding capability and eligibility will be considered
nonresponsive and will not be considered in the 8(a) determination.
Indications of interest from 8(a) concerns without required information
regarding capability and eligibility will not be considered in the 8(a)
set-aside determination. For purposes of this acquisition, the Standard
Industrial Code (SIC) is 7374. The business size standard is $18
million. Comments in reference to the PWS must be submitted by close of
business 13 Nov 98. Provide the 8(a) capability information and
industry comment via (1) electronic mail, (2) fax, or (3) U.S. Postal
Service. The Government will not pay for any information or inquiry in
response to this notice. Contractors should refer questions to Ms
