The Naval Air Warfare Center Training Systems Division (NAWCTSD) has
identified a requirement for engineering and technical support services
for the ETE Program and the System Support Office (SSO). The ETE
program consists of automated Electronic Classrooms (AECs), Computer
Improved Instructor's Training Aid (CIITA) and Authoring Instructional
Materials (AIM). AIM is a computer-based system that supports
development and maintenance of instructional materials, currently in
three versions: AIM, AIM I and AIM II. AIM is primarily a software tool
which uses a Relational Database Management System (RDBMS) to automate
the curriculum development and maintenance process. AIM was originally
developed using a UNIX based open architecture concept and does not
require use of a specific hardware platform. AIM I and AIM II were
developed using Windows NT/Windows 95 and Visual Basic architecture.
The objective of this support is to assist the SSO in providing life
cycle support to users of the AECs, CIITA and AIM systems and to
provide for life cycle management of AIM software. This support will
include technical/technology assessments, computer operations
(involving software design, development and testing; design and
implementation of LANs/WANs, distributed processing, telecommunication,
etc.), logistics/lifecycle support and configuration management,
providing advice on the use of ETE for design, development and
authoring of training materials (NOT training systems), conduct of user
and system administrator training, site surveys, modification of user
manuals and other publications and so forth. NAWCTSD seeks to
competitively purchase these systems via a 100% small business
set-aside (See Note #1). The anticipated contract will be a one (1)
year Indefinite Delivery/Indefinite Quantity (ID/IQ) with four (4)
1-year Options. Award will be made on a trade-off basis. Contract will
contain provisions for issuing both Firm Fixed-Price and Time and
Materials Delivery Orders. A draft solicitation will be released on the
World Wide Web at "http://www.ntsc.navy.mil/contract/procure.htm" on or
about 6 November 1998. Interested sources should review the draft RFP
to obtain a better understanding of the requirements. Formal release of
the RFP is anticipated on or about 15 January 1999 and will appear on
the above website. No hard copies of the documentation will be made
