TACOM-ARDEC, Picatinny Arsenal has begun a new Science & Technology
Objective (STO) program called QuickLook. The objective of this program
is to demonstrate a Brigade level fire support targeting system capable
of being launched/fired from the 155mm Howitzer. With this system the
user will have an organic asset providing real time battlefield
imagery, enemy target coordinates and battle damage assessment (BDA)
out to 50Km. The QuickLook sensor data will reduce target location
error (TLE) and enhance the Field Artillery s capability for first
round effects on target. The QuickLook airborne vehicle will fly out
and acquire and transmit target imagery and location via an imaging
sensor and Global Positioning System (GPS) back to the user by a
wireless link. This will enable units to deploy with an organic
targeting asset, which provides for increased accuracy of existing and
future artillery ammunition. The QuickLook system characteristics are
as follows: airborne targeting sensor asset; 155mm Howitzer compatible
(autoloader compatible); autonomous operation; 50Km range; 30 min.
loiter time; imagery viewed at ground station for target detection by
soldier; maintain less than 20m SEP target locating accuracy in a GPS
jamming environment; day/twilight use and an organic Brigade asset. It
is anticipated that a Broad Agency Announcement (BAA) will be issued
later in this quarter. It is also anticipated that an Other Transaction
(OT) will be issued but a FAR type procurement contract is possible.
Consortia, who are interested in providing all components, are welcome
as interested sources. Cost sharing will be considered but is not
necessarily a requirement. It is requested that any interested source
also provide, in their response, whether or not they would consider a
cost sharing arrangement. TACOM-ARDEC will also entertain requests for
Government Furnished Property (GFP), if a source requires it. The GFP
that may be available includes a GPS receiver, uplink/downlink
transmitters and a propulsionmechanism. Interested sources should

information. However, the technical community for this project will
entertain concept briefings for the QuickLook system. In order of
preference, the technical community would prefer an interested source
1) brief their concept -- in person, 2) provide a briefing package or
3) provide a white paper of the concept. Should a source be interested
in providing a (in person) briefing, please contact Ms. Czapkewicz as
soon as is practicable. If interested in submitting the briefing
package/white paper, please submit the information to the attention of
