Technology Commercialization (OLETC) was established by the National
Institute of Justice (NIJ) to assist in the commercialization and
utilization of US technology and innovation for use by the Law
Enforcement and Corrections (LEC) community. OLETC is a non-profit
organization, located on the campus of Wheeling Jesuit University.
OLETC in conjuction with The US Naval Explosive Ordinance Disposal
(EOD) Technology Division announces the developement of the 90mm
"Dragon" Disrupter Device for manufacture and distribution to domestic
and international EOD operations. This device has been fully developed
and tested, and complete design and manufacturing information is
available. The objective of this license opportunity is to issue a
non-exclusive license for manufacture and controlled sales of this
device to certified bomb technicians in cooperation with the FBI Bomb
Data Center and the State Department. It is the objective of the effort
to make theses devices available at the most affordable price possible
for state and local bomb squads. The Dragon incorporates US Navy
Patent #4,957,027 -- Versatile Nonelectric Disarmer covering EOD
devices which utilize a shock tube firing circuit. A non-exclusive
license for this patent will be required to produce the device. All
government contractor sales will require confirmation with the Federal
government contract manager prior to release. All domestic and
international non-Federal sales will be coordinated with the FBI Bomb
Data Center, and the FBI Bomb Data Center will maintain a record of all
sales. A preliminary design review package and license application for
the required patent is available from the Naval EOD Technology
