Dreger, Contract Specialist, (850)234-4863 The Naval Surface Warfare
Center, Dahlgren Division, Coastal Systems Station, Panama City,
Florida, intends to award a limited competition contract for the
acquisition of parts and equipment for use in the Explosive Ordnance
Detail (EOD) Mobile Support Facility (MSF). The EOD MSF is a portable
Recompression facility for treating pressure related diving injuries.
The competition will be limited to the following companies: (a)
Derbyshire Marine, (b) CPV Piping and Equipment, and (c) Hydrosearch
Corporation. The reasons for the limited competition are as follows:
(a) All of the EOD MSF systems must successfully complete a rigorous
test series including hot and cold temperature exposure tests, per
MIL-STD-810E, shock load tests per MIL-STD-1791 and shipboard vibration
tests per MIL-STD-167. Use of any other recompression parts would
necessitate extensive, time-consuming, and costly recertification for
the shock, vibration, and thermal test requirements. It is estimated
that requalifying the EOD MSF would cost approximately $300,000 and
would take an additional three months to complete thus significantly
delaying delivery of the MSF to the fleet. (b) The physical size,
weight and operating characteristic of the system components are
crucial to providing a U.S. Navy certified system. Since the physical
size, weight, and orientation of the EOD MSF components determine the
system response to shock loading and vibration, any changes in these
characteristics from the design already tested would require additional
shock and vibration testing prior to U.S. Navy certification of the
modified EOD MSF system. (c) There is no guarantee that any replacement
parts will successfully pass the required shock, vibration and
temperature testing necessary to certify the EOD MSF for U.S. Navy use.
The parts and equipment shall be delivered no later than thirty days
