valdivig@spawar.navy.mil. The Space and Naval Warfare Systems Command
(SPAWAR) intends to award a contract for Fleet Systems Engineering
services for one base-year period with up to four one-year option
extensions. This effort is information gathering only and is not a
solicitation for proposals. The contract is anticipated to be a Cost
Plus Fixed Fee (CPFF), Indefinite Delivery, Indefinite Quantity (IDIQ)
small business set-aside. The contract will provide the necessary Navy
Command, Control, Communication, Computer, Intelligence, Surveillance
and Reconnaissance (C4ISR), end to end, systems engineering support to
afloat and shore sites. The estimated total cost of the five-year
effort, if all option years are exercised, is $35M. The anticipated
Standard Industrial Classification (SIC) is 4813, 1500 employees.
Potential bidders must be capable of obtaining secret clearances for
all personnel that will be used under the contract prior to contract
award. The primary services that personnel working under this contract
will provide, are systems engineering and support and technical advice
to staff Communications Officers and managers from Battle Groups (BG),
Amphibious Ready Groups (ARG), Fleet Flagships, other Navy afloat
commands, Navy shore commands and SPAWAR. This contract will provide
teams of highly skilled technical personnel within the United States
and abroad to support Navy C4ISR systems. The efforts performed outside
the continental United States will be primarily located at Navy
communications sites such as Naples Italy, Manama Bahrain, Yokosuka
Japan, and Pearl Harbor Hawaii. The teams located within the
continental United States will primarily provide support for deploying
ships, beginning eighteen months prior to deployment and up to six
months after deployment. In addition, the services will include, but
not be limited to installation support, Year 2000 (Y2K) support,
training support, testing support, network management services,
In-Service Engineering Activity (ISEA) support and troubleshooting
coordination. These C4ISR systems are complex and require that the
contract personnel must have vast experience which includes, but is not
limited to the following Navy systems: Global Command and Control
System -- Maritime (GCCS-M), Global Combat Support System -- Maritime
(GCSS-M), Joint Maritime Command Information System (JMCIS), Automated
Digital Network Switch (ADNS), Automated Network Control Center
(ANCC), Automated Technical Control (ATC), all Navy Information
Exchange Systems (IXS), Asynchronous Transfer Mode (ATM) switches,
Internet Protocol (IP) based networks, Microsoft NT system
administration, Exchange email system administration, and Radio
Frequency (RF) systems including Super High Frequency (SHF) SATellite
COMmunication (SATCOM), Extremely High Frequency (EHF) SATCOM, Ultra
High Frequency (UHF) SATCOM, Challenge Athena, and INternational
MARitime SATellite (INMARSAT) A or B. All interested parties are
