The National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS), Silver Spring, MD, intends to negotiate on a noncompetitive basis with Alden Electronic of Westborough, MA to upgrade 40 PCs to Pentium. These PCs are components of the Satellite Telecommunications and Analysis Systems acquired under Contract 50DDNW-4-00016 with Alden Electronics, Inc. These Pentiums will be pre-loaded with ALDEN Electronics Star 4 proprietary software and will directly interface with the existing components of the VSAT Communications System (including X.25/V.34 link) and ALDEN STAR-4 Meteorological workstation's local area network and modem communication interfaces (both hardware and software). To include shipment and training in North, Central and South America and Pacific regions. Vendors who believe that they can meet this requirement are required to submit in writing an affirmative response demonstrating they can meet the Governments requirements. All written responses must include a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
