Center, Dahlgren Division intends to award a contract to Boulder
Nonlinear Systems Inc (BNS) on a sole source basis for the following
product: Model No. OC128 -- 128 x 128 Analog Optical Correlator
includes a 300MHZ Pentium Computer with a 14 inch flat panel liquid
crystal monitor, source code for filters and video interface
schematics. This is an analog optical correlator experiment system
(AOCES). BNS is the only company that commercially sells an optical
correlator product that comes complete with the supporting computers
and software for operation. This system must be compatible with other
currently utilized electro-optics components from BNS for a development
program inconjunction with Advanced Optical Systems (AOS) and Litton
Data Systems. It is imperative that the equipment has the same or
compatible technology and components. Some unique requirements for this
system are: It must use spatial light modulators (SLM) that are
compatible with BNS analog SLM hardware and software drivers; the SLMs
must have a frame rate of 200 fps or greater; the system must be user
friendly turn key system with interfacing support personal computers,
software and graphical user interfaces for AOCES operation; the SLMS
must have an array resolution of 128 x 128 or greater; the SLMs must be
a 4-bit SLM with an operating response curve equal to or better than
the BNS SLM; the AOCES must be a portable and fully assembled optical
correlator setup; there must be technical assistance provided (by the
Contractor first 40 Hours at no cost)in setting up the computers and
optical correlator system; it must provide optical correlator filter
template generation capability for use in the AOCES: and the AOCES must
be capable of holding 32 or more filter templates. ALL SOFTWARE AND
COMPUTER HARDWARE MUST BE YEAR 2000 COMPLAINT. Contractor shall provide
paperwork showing they are Year 2000 Complaint with their quote. Award
is to be made under Simplified Acquisition Procedures. This
procurement will be awarded on an ALL OR NONE BASIS. All responsible
sources may submit their fax or mail quote which shall be considered by
the Naval Surface Warfare Center, Dahlgren Division, 17320 Dahlgren

code SD18. The government shall not issue a written quote as all items
and unique requirements are called out in the CBD notice. All quotes
shall include the Vendor's Tax Identification Number, Cage Code, Duns
Number and shall be registered in the Central Contractor Registration
Database. All items shall be shipped FOB DESTINATION to the Naval
Surface Warfare Center, Dahlgren, Dahlgren, VA 22448. Closing date is
