This synopsis for a Commercial Item is prepared in accordance with FAR Subpart 12.6, and supplemented with additional information. Provisions and clauses are in effect through FAC 97-06. This procurement is a 100% small business set-aside. The sic code is 7389 with corresponding size standard of $3.5. Offerors should indicate business size relative to the SIC Code. The US Geological Survey (USGS), Menlo Park, California, has a requirement for conventional cartographic technical services to produce map series plates such as geologic quadrangles, and hydrologic maps, mineral investigations, and coal maps, etc.; and book report plates such as professional papers, bulletins, and Water Supply Papers. Services may include type layouts, scribing, peel coats, and corrections on negatives. These maps shall be prepared for printing in 1 to 7 colors. Services shall be provided for the period December 1, 1998 through September 30, 1999. Delivery F.O.B. Destination. The provisions at DIAR 1452.212-1 DEV, Instructions to Offerors -- Commercial Items, and FAR 52.212-2, Evaluation -- Commercial Items, apply to this acquisition. Please include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications -- Commercial Items with offer. Copies of this provision may be obtained by contacting the Contracting Officer. The FAR Clause at 52.212-4, Contract Terms and Conditions -- Commercial Items, and DIAR 1452.212-5 DEV, Contract Terms and Conditions Required to Implement Statutes or Executive Orders -- Commercial Items apply to this acquisition. Proposals will be evaluated on the following criteria in descending order of importance: (a) conformance to the specifications contained in the RFQ, (b) past performance in production of similar services, and (c) price. Offerors shall provide three references of current customers who are receiving similar services as those required herein. The contractor shall maintain a production facility within a commuting distance of the USGS offices in Menlo Park, California. For the purposes of this requirement, commuting distance is defined as no more than one hour driving time each way under normal driving conditions. The facility shall be equipped to provide all services listed. The Government intends to award two blanket purchase order agreements from this RFQ. The Government may award without discussion.
