Eligibility to participate may be restricted to firms in either the development or transitional stage and 8 (a) firms should request a copy expeditiously as possible since the solicitation will be issued without further notice based on the acceptance of the Small Business Administration for the 8 (a) Program. Your attention is invited to Federal Acquisition Regulation 52.219-14 "Limitation on Subcontracting". Upon receipt of the solicitation offeror's should note the pre-proposal conference date. Attendance is highly recommended. Commercial practices and Best Value practices will be utilized in this procurement. Any resulting contract shall be firm-fixed-price with a Base Year and 4 Option Years. Work consists of complete Base Wide Custodial Services to include Administrative, Maintenance, Childcare and Headquarter Facilities. Secret Security Clearance will be required for workers in the Headquarters Facility. Special cleaning requirements are required for the Childcare Center. A Collective Bargaining Agreement exists and any successor is advised that statutory requirement's exist concerning wages contained in the agreement.
