The U.S. Army Soldier and Biological Chemical Command intends to acquire from American Type Culture Collection (ATCC), Manassas, Virginia, under the authority of U.S.C. Section 2304(c)(1) services to create a centralized repository for receiving, storing, testing and shipping biological reagents that are critical for the successful development, production, testing and field deployment of biological defense systems for the Tri-Services. ATCC will install a turn-key operation where all of the hardware, software and general operational procedures have been previously integrated, tested and validated. Included will be bulk storage system/freezers, database management software, preservation and labeling system, start-up and validation testing, operating procedures, training of government employees, and support personnel for the first year of operation.
