The Government intends to purchase a complete assembly (including required fuel piping, vitiated air piping, and electrical wiring) of a Natural Gas Fired Air-to-Air Heater for the Propulsion Systems Lab at NASA Lewis Research Center (LeRC). If shipped in large components, it shall be shipped with all parts and materials required to reassemble in the field. No field welding shall be required to reassemble. The heater shall be installed outdoors at the facility. The heater shall have a top mounted exhaust stack to vent the vitiated air to atmosphere. The heater and electrically operated blower and electrical controls are defined in Attachment A. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This procurement is being conducted under the Test Program for Commercial Items (FAR Part 13.5). The provisions and clauses in the RFO are those in effect through FAC 97-6. The SIC code and the small business size standard for this procurement are 3585 and 750 employees, respectively. The offeror shall state in their offer their size status for this procurement. All qualified responsible business sources may submit a quotation which shall be considered by the agency. Delivery to LeRC] is required within 240 calendar days ARO. Delivery shall be FOB Destination. The DPAS rating for this procurement is DO-C9. Offers for the item described above may be mailed by the date/time specified above and include, solicitation number, FOB destination to this Center, proposed delivery schedule, proposed payment schedule type format, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms, and be signed by an authorized company representative. Offerors are requested to price their offers in two parts (Items 1 & 2 -- Heater and Documentation together, and Item 3 -- Installation & Start-up). Offerors shall provide the information required by FAR 52.212-1. Addenda to FAR 52.212-1 are as follows: 52.232-31, and 52.233-2. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the quoter shall so state and shall list the country of origin. Award will be based upon overall best value to the Government, with consideration given to the factors of proposed technical merits, price and past performance; other critical requirements (i.e., delivery) if so stated in the RFO will also be considered. Unless otherwise stated in the solicitation, for selection purposes, technical, price and past performance are essentially equal in importance.
