This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This is Request for Quotation (RFQ) F08620-99-T0007. The RFQ incorporates provisions and clauses as those in effect through Federal Acquisition Circular Number 97-08. This requirement is 100% set aside for small business; the standard industrial classification code is 3531 and the small business size standard is 750 employees. Description of Requirement: Bulk Cement Silo, Self-contained, Self-Erecting, Mobile Unit, capacity of 210 BBL (840 CF) dry cement powder. With high and low view windows. Must be capable of loading dry cement powder via pneumatic fill pipe, and discharging same via internal auger. Silo must include all necessary equipment to transport the silo, self-erect on various sites, load and discharge dry cement powder. Must not require any equipment to erect, must be able to be tied down on a temporary basis. Must include all necessary safety equipment. Power for self-erection and discharge must be provided via gasoline or diesel motor, no on-site electrical power will be available. Must be primed and painted. Quantity 1 each. The Government anticipates award of a firm-fixed price purchase order. The awardee must be registered in the Central Contractor Registration. The following factors shall be used to evaluate offers: (1) technical capability; (2) delivery time; and (3) price. Price is less important to the other factors when combined."
