The National Oceanic and Atmospheric Administration (NOAA), National
Ocean Service (NOS), National Status and Trends (NS&T) Program has a
requirement for a contractor or contractors to detect contaminants in
the estuarine and coastal United States. This is a continuation of the
NS&T Mussel Watch Project which commenced in 1986. This solicitation
is expected to result in the award of an Indefinite-quantity contract,
as described in Federal Acquisition Regulation (FAR) subpart 16.504,
with fixed unit prices. The services to be provided under a resultant
contract are for the collection and/or analyzing of bivalve and
sediment samples from the East (including the Great Lakes), Gulf
(including Puerto Rico) and West (including Alaska and Hawaii) Coasts
of the United States. The solicitation is expected to be released in
December 1998. See solicitation for actual issuing date and closing/due
date for receipt of offers. The resultant contract shall consist of a
one-year Base Period and four (4) one-year Option Periods. Field
collection must be performed during the fall and winter seasons. The
Government may elect to make multiple awards under the solicitation if
it deems multiple awards to be in its best interest. At a minimum,
offerors must submit a proposal for at least one segment of the project
for the five-year period (i.e., the East, Gulf or West Coast segment
for the Base Period and each Option Period). Offerors may submit a
proposal or proposals for one segment, all segments, or any combination
thereof for the Base Period and each Option Period. Parties with
Internet capability interested in receiving the Request For Proposal
(RFP) should assess it at the Web address indicated in this
announcement. Parties without Internet capability interested in
receiving a copy of the RFP must submit a written request to the
mailing address listed in this announcement. The written request must
contain the solicitation number and the name of the Point of Contact
