UNDERGROUND DEFENSE (STC TECH) BRIEFING TO INDUSTRY, 13 NOVEMBER 1998
The Defense Advanced Research Projects Agency (DARPA) is currently
planning the release of a Research Announcement (RA), the objective of
which is to solicit proposals to provide research and technical
expertise to support maintaining technical superiority in the areas of
sensors, targeting and communications for the development of air,
surface and underground targeting and defense systems. Under the STC
Tech program the Government is using a unique approach and process for
qualifying multiple technical "performers," i.e. defense contractors,
commercial contractors, universities, non-profit organizations,
consortia, etc. who will be issued work via subsequent task orders.
DARPA is particularly interested in qualifying contractors who are new
to the DOD or DARPA environment. The Government is seeking technical
expertise in the following areas: sensors, underground facilities,
precision surface target engagement, Radio Frequency (RF) systems and
applications, weapon's guidance, navigation and control, and supporting
technologies, including modeling and simulation, for the aforementioned
technology areas. Contractors may be tasked to conduct scientific
studies and experiments; perform analyses -- qualitative, quantitative
and parametric, technology capability surveys, and performance
trade-offs; conduct modeling and simulation of systems/subsystems with
emphasis on performance prediction and validation especially in time
critical environments; and perform concept generation/development.
Capabilities to conduct small scale experiments and demonstrations, and
field test support including collection of phenomenology measurements
is also desired. Prototypes may result from proof of concept
definition; however, such prototypes will be consumed during testing.
Therefore, this effort should not be construed as an "Other Transaction
for Prototypes" under the authority of Section 845 of the 1994 National
Defense Authorization Act as extended by Section 804 of the 1997
National Defense Authorization Act. DARPA proposes to enter into
multiple "Technology Investment Agreements" (TIAs) under the authority
of 10 U.S.C. 2371 of the Department of Defense (DoD) 1994
Authorization Act for this program. It is anticipated that the initial
awards made under the STC Tech program will be "no cost". Funding and
work under these agreements will be issued via multiple research tasks
that will be awarded throughout the 2-year base agreement period to
agreement recipients. A total of as many as 20 25 tasks may be awarded
per year. Estimated total value of the STC Tech Program over the
2-year base period is $25 million. The Government contemplates the
agreements may be extended for up to three additional years. Only those
proposals found to provide the best overall value to the government
will be awarded agreements. The Government will require Government
Purpose Rights in all intellectual property produced under these
agreements. Exceptions to this requirement may be negotiated on an
individual task basis. An industry briefing will be held on 13 November
1998 at BETAC Corporation, 2001 N. Beauregard Street, Alexandria,
Virginia 22311, beginning at 8:00 A.M. This briefing will be
unclassified. RSVP not later than 12:00 noon, 10 November 1998, to the

and photo-identification will be required. The briefing will provide
an overview of the STC Tech effort including explanation of how
agreement recipients will compete for individual research tasks and an
overview of the types of research tasks agreement recipients can be
expected to perform. The briefing will also address Technology
Investment Agreements (including Other Transactions and Cooperative
Agreements) authority and background. DARPA will limit proposals to one
per corporation or team; a single proposal may cover one, some or all
technical areas. Corporations should consider being represented by
management, contracting, and legal disciplines. Space is limited, so
each corporation should limit their participation to three individuals.
The Government plans to release the Research Announcement containing
technical and contractual requirements on the internet,
http://www.les.disa.mil, following the conclusion of the briefing, and
industry questions will be accepted until noon on 24 November 1998.
