The US Army War College, Center for Strategic Leadership's, Strategic Crisis Exercise is to be conducted the last two weeks in March 1999. The exercise requires contracted non-personal, data collection and analysis services to be performed at 650 Wright Ave, Carlisle Barracks PA. Four (4) each data collection support personnel are required to support the data collection/exercise review. Four (4) each data analyst personnel are required to collect as above, collate, analyze and summarize data in final report due 29 April 1999. All contractor personnel will attend a four (4) hour planning meeting in January or February 1999, a one day mini-exercise during the week of 15-18 March 1999 and the exercise 19 March to 1 April 1999. The four (4) data analysts are to remain on site 5-9 April 1999 to collate the data. All eight (8) contractor personnel should have familiarity and prior experience with similar exercises, secret security classification and Microsoft office skills, specifically Access. Data analystsshould also have report writing skills. Multiple awards may be made, using simplified purchase procedures and "best value" decisional rules. A Mid-November date for a pre-proposal conference will be announced in the RFQ packet. Packets will be mailed after 6 November 1998. Do not telephone the Contracting Officer for the date or time of this pre-proposal conference and all requests for packets must be in writing.
