McAlester AAP requires a single (1 each) new railroad repair
tamper/regulator. This item must be capable of lifting, leveling,
aligning and tamping railway tracks and ballast. The equipment must be
capable of performing these operations on both straight track and
switches with a single jacking system. Straight track tamping must be
equivalent to standard industry hight production rates. All geometry
for the control of placement of the rails must be generated on board
the tamper with the capability of retaining the information in
electronic format. All equipment controls must be from a single cab.
The purpose of this amendment is to combine the synopsis and the
solicitation for the Railroad Tamper/Liner (DAAA09-98-R-3092) as one
document. This is a commercial item solicitation prepared in accordance
with the format in Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
solicitation in it's entirety; proposals are being requested and a
written solicitation will not be issued. Any questions should be
directed to the point of contact listed below.This
synopsis/solicitation is issued as a Request for Proposal (RFP). The
solicitation and incorporated provisions and clauses are those in
effect through Federal Acquisition Circular 97-05, dated 22 June 1998.
This procurement's Standard Industrial Classification (SIC) code is
4789, the small business size standard is $5 Million. McAlester Army
Ammunition Plant requires one (1) single new railroad repair equipment
item commonly called a tamper/regulator. This item must be capable of
lifting, leveling, aligning and tamping railway tracks and ballast.
The equipment must be capable of performing these operations on both
straight track and switches with a single jacking system. Straight
track tamping must be equivalant to standard industry high production
rates. All geometry for the control of placement of the rails must be

a single cab. REQUIREMENTS FOR THE RAILROAD TAMPER/LINER: 1. FRAME:
Minimum 45,000 PSI tensile high strength steel. 2. DIMENSIONS: Length
-- working 49 ft. maximum for travel, 66 ft. maximum for working. Width
-- 10 ft. 6 in. maximum for travel, 13 ft. 3 in. maximum for working.
Height -- 12 ft. madximum for travel, 12 ft. 9 in. maximum for working.
Weight -- No more than 65,000 lbs. Wheel base variable 27 ft. to 31
ft.; no longer than 31 ft. 3. WHEELS/AXLES/SUSPENSION: Wheels 30 in.
cast steel, minimum; Axles -- solid forged steel; Suspension -- Trunion
mounted axles, w/shock pads at each wheel; Fail safe brake system. 4.
DRIVE TRAIN: Four wheel drive capability; 2 speed traction motor;
On-the-go shift capability. 5. ENGINE-DIESEL: Turbocharged; Minimum 200
hp at 1800 RPM; Engine and hydraulic oil system coolers required as a
minimum. 6. CAB: Large rear entry; Fully enclosed; Climatized
suspension air bags, accessible from either side; Climate controlled
cab w/defroster and wipers; Provide operator good visibility in work or
travel; Interior lights; All controls are to be in easy reach of
operator; All windows to be tinted; All function of operation from one
(1) cab; Auto operator seat adjustment (height). 7. ELECTRICAL SYSTEM:
24 VDC, 100 AMP Alternator (minimum); system monitoring gages and
audible warning system. 8. HYDRAULIC SYSTEM: Variable displacement
piston pumps; Fixed displacement gear pumps; All valves 24 VDC;
Emergency electrical pumps as backups. 9. AIR SYSTEMS: 100 PSI
operating pressure, minimum. 10. HYDRAULIC TANK: 150 Gallon Capacity,
minimum. 11. FUEL TANK: 180 Gallon capacity, minimum. 12. Tamping
Units: Traversing work heads tamp entire switch area; Hydraulically
driven at 3000 vibrations per minute; Sixteen tamping tools; minimum.
13. LEVELING SYSTEM: Infrared projector; Non-adjustable fixed shadow
boards; Fixed proportional receivers with built-inclinometer; Center
reference; Prefer delta system; Auto-ramping-super elevation and cross
level capabilities required as a minimum. 14. LINING SYSTEM: On-board
computer based system using laser beam. 15. COMBO CLAMP LIFTING:
Clamping ball of rail during production; Lift from base of rail in
switches where required; All clamps to be combination rail clamps for
both straight rail and turnouts. 16. OPERATOR MANUAL: Four copies
required. 17. ELECTRICAL AND HYDRAULIC SCHEMATICS: Two copies required.
18. PROJECTOR BUGGY: Fold up mechanical assist mechanism required;
Automated buggy deployment and retrieval. 19. COMPUTER BASED LINING
PROGRAM: Two copies of diskettes containing software to be used as
backup. 20. TRACK GUAGE 56 1/2 Inches. 21. One each roof mounted
warning light, yellow, flashing, or strobe; visible from 500 feet in
clear weather. 22. Easy access to engine for rountine maintenance and
repair. 23. Provide training for ten (10) McAlester Army Ammunition
Plant employees in one session. 24. WARRANTY: Standard Manufacturer's
Warranty for new equipment. Award will be Firm Fixed Price to the Low
Technically Acceptable Offeror. Technically Acceptable is defined as
meeting the minimum requirements in all areas. Only technically
acceptable proposals will be considered for an award. The Government
will consider all offers to be valid for a period of 60 days. The
provision at FAR 52.212-1 Instructions to Offeror-Commercial item
applies. The provision at FAR 52.212-2 Evaluation-Commerical Items
applies. Offerors shall include a completed copy of the following

McAlester Army Ammuniition Plant, McAlester, OK 74501. HOURS OF
OPERATION: Receiving hours at warehouse 8 are from 6:30 am until 3pm
Monday through Thursday. All shipments must be at main gate (truck
gate) on or before 3pm. No shipments will be accepted after 3 pm unless
prior arrangements have been made. No shipments accepted on Fridays. No
shipments accepted on Government Holidays. Government holidays are as
follows: New Years day; Martin Luther King day; President's day;
Memorial day; Independence day; Labor day; Columbus day; Veteran's day;
Thanksgiving day; and Christmas. If the holiday falls on a Friday or
Saturday, the holiday will be observed on Thursday. If the holiday
falls on Sunday, the holiday will be observed on the following Monday.
ISSUE DATE: The issue date is the date this amended notice is
published in the CBD. CLOSING DATE: 2:00pm CDT 23 Nov 98. DFAR Clause
