a combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; a proposal is being requested and a
written solicitation will not be issued. The solicitation number:
N00019-99-C-1059 is issued as a Request For Proposal (RFP). The RFP
incorporates provisions and clauses as those in effect through Federal
Acquisition Circular Number 97-03 and Defense Acquisition circular
Number 91-11. The Naval Air Systems Command Headquarters (NAVAIR) has
a requirement and intends to issue a fixed price contract under
N00019-99-C-1059 with Avionics Display Corporation (ADC) 6090 A
Northbelt Parkway Norcross, GA. 30071. A fixed price contract will be
the procurement vehicle for the manufacture and delivery of Electronic
Flight Instruments (EFI's) ship sets for S-3B aircraft (four EFI's per
ship set) integrated under contract number N00019-96-C-0209. Please
provide pricing for the following quantity steps: (1-10); (11-15);
(16-20). The part numbers for each ship set are as follows: 4 ea. --
Electronic Flight Instrument P/N 550000-900, 2 ea. -- Installation Kit
P/N 550090-900. The delivery schedule is approximately three (3) ship
sets per month beginning in August of 1999 and ending in November of
1999. The offeror shall include a completed copy of the FAR provision
FAR 52-212-3 Offeror Representations and Certifications- Commercial
Items, and DFARS provision 252.212-7000 Offeror representations and
certifications- Commercial items. The offeror is advised that FAR
provision FAR 52.212-4 Contract Terms and Conditions- Commercial Items,
FAR provision FAR 52.212-5 Contract Terms and Conditions Required to
Implement Statues or Executive Orders- Commercial Items, and DFARS
provision DFARS 252.212-7001 Contract terms and conditions required to
implement statutes or Executive Orders applicable to Defense
acquisitions of commercial items, applies to this acquisition. FAR
52.212-1 Instructions to Offerors- Commercial Items is amended to read:
Submit a signed, dated offer in one original plus one copy to Naval Air
Systems Command, Bldg. 2272 Room 155, 47123 Buse Road Unit IPT,
Patuxent River, Maryland 20670-1547, Attn: Matt Marshman (301) 757-5251
no later than November 27, 1998 2:00 PM local time. An initial FAX copy
submittal is acceptable. FAX to (301) 757-5284, Attn: Matt Marshman
with an original hard copy following via US Mail or overnight delivery
service. The offer may be submitted on letterhead stationary and at a
minimum must show: (1) the solicitation number (N00019-99-C-1059), (2)
the specific time for the receipt of offers (27 November 1998), (3) the
name, address, and telephone number of the offeror, (4) a technical
description of the item(s) being offered in sufficient detail to permit
evaluation of compliance with the requirements in the solicitation.
This may include product literature drawing, or other documents if
necessary, (5) terms of any express warranty, (6) price and discount
terms, (7) remit to address, if different from mailing address, (8) a
complete copy of the representations and certifications at FAR 52.212-3
and DFARS 252.212-7000, (9) acknowledgment of solicitation amendments,
if any, and (10) if the offer is not submitted on Standard Form 1449,
include a statement specifying the extent of the agreement with all
terms and conditions, and provisions included in the solicitation. The
proposal must be signed by an official authorized to bind your
organization. An offer that fails to furnish the required
representations and certifications, or rejects the terms and conditions
of the solicitation, may be excluded from consideration. ADC is the
Original Equipment Manufacturer (OEM) and supplier of the specific
EFI's integrated into the S-3B Navigation upgrade program via contract
number N00019-96-C-0209. These specific EFI's are to be provided as
Government Furnished Equipment (GFE) for inclusion with other specific
navigation equipmentwhich has been integrated for this upgrade. ADC is
the only company with data rights to the necessary EFI engineering
drawings and the proficiency to provide deliveries in the required
timely manner. ADC developed the drawings of the EFI's, and therefore
has proprietary rights to those drawings. See Note 22. Posted 10/23/98
