No solicitation document exists. Prospective contractors should submit cost and technical data to be evaluated. Interested firms must indicate their ability to satisfy the requirement within 15 days of this notice. Interested firms will be considered only if they respond with clear and convincing documentation that they are capable of meeting or exceeding the requirement stated herein at a cost sufficiently more advantageous than the contractor named.
