The National Heart, Lung, and Blood Institute intends to negotiate on a sole source basis with the University of California, Simian Retrovirus Laboratory, to provide laboratory testing services for the following tests: (1) SRV:EIA 200 each, (2) SRV: WESTERN BLOT 50 each, (3) SRV: PCR 200 each, (4) SIV: EIA 20 each, (5) STLV-1: EIA 20 each, (6) STLV-1 WESTERN BLOT 20 each, an (7) STLV-1: PCR 20 each. The period of performance will consist of a basic contract period of (12) twelve months, with options to renew the contract for three (3) additional twelve (12) month periods. The National Institutes of Health (NIH), Office of Research Services (ORS), Veterinary Resources Program (VRP), Primate Services Poolesville (PSP) provides NIH's intramural program with the service and facilities to acquire and house nonhuman primates needed for research conducted at the NIH. The Primate Services Poolesville (PSP) is a service organization that provides the acquisition, quarantine and conditioning facility for almost all of the nonhuman primates used at the NIH. Part of the screening process of these animals is the testing for simian immunodeficiency virus (SIV) by serology, simian T-cell lymphotropic virus (STLV-1) by serology and polymerase chain reaction (PCR), and type D simian retroviruses (SRV) by serology and PCR. The Statement of Work is available upon request. The Standard Industrial Classification (SIC) Code 8733, Size Standard is $5.0M. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this requirement. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct future competitive procurement.
