Agency (DTRA) anticipates awarding a cost-plus-award-fee contract, on
an unrestricted basis, for expert professional Scientific and
Engineering Technical Assistance services necessary to support the
RDT&E activities of the Arms Control Technology Division in the On-Site
Inspection Directorate. The anticipated award will include a three year
base period with one option to extend services for two years. The
predominant service will require application of technical expertise and
expert knowledge of the technical state of the art to help develop and
execute the arms control technology program and to provide technical
support to negotiations. Services will also include RDT&E program
management support, application of expert arms control,
nonproliferation and export control knowledge, and creating and
maintaining arms control information and products, such as a database
catalog of DTRA arms control work. The contract will contain a Key
Personnel clause requiring credentialed expertise in many areas, some
of which are engineering and systems analysis and RDT&E technical
project development and management; arms control technologies in all
treaty areas; use test and evaluation of sensors, detection and
monitoring systems and equipment and their application in treaties; and
software engineering, information system development/data management
and strategies and knowledge of DoD standards. The security clearance
level for the facility will be SECRET. Select personnel will require
TOP SECRET clearance, and balance SECRET. All requests for the
