boyds@doleta.gov. The work involves the demolition, alteration and
renovation of certain areas of seven buildings on-site necessary to
provide a total electrical system upgrade. The renovation includes the
existing electrical service, swtichboard, normal and emergency power
distribution systems (feeders and panelboards) all being replaced.
Existing branch circuit wiring from the branch circuit panelboards
shall remain. Existing electrical feeders to existing panelboards shall
be removed from raceways. Abandoned exposed raceways shall be removed.
Existing branch circuits shall be verified and traced. All panel
directories shall be updated. Other non-electrical activities include
concrete duct banks, fire stopping, CMU replacement, acoustical
ceiling, asphalt paving, and other wall finishes. The electrical work
shall be phased so the center will remain operational throughout the
project duration. Only minor utility outages for limited areas will be
allowed. The new electrical distribution systems will be bought
on-line parallel to the existing system. Only after successful
change-over the new distribution systems shall the existing equipment
and feeders be removed. The project shall be completed 200 calendar
days from the Notice to Proceed. The estimated construction cost is
$500,000 to $1,000,000. Plans and Specifications will be available on
November 5, 1998, from the office of the Architect/Engineer, Pape, Cole
and Associates, 106 W. Campbell Avenue, Roanoke, Virginia 24011.

emphasized that requests for Plans and Specifications shall be directed
to the A/E firm listed above to ensure proper handling of requests. All
requests must be in writing. Requests will be answered on a first-come,
first-serve basis until supplies are exhausted. For requests made after
the supply is exhausted, the Contracting Officer may determine whether
payment of a fee is warranted. The non-refundable fee shall not exceed
the actual cost of duplication of the IFB documents, plus COD charges.
A pre-bid walk-thru is scheduled for November 19, 1998, at 10:00 a.m.
local time. Bid-opening date is December 8, 1998, at 1:00 p.m. local
time. This is a 100% Small Business Set-Aside. The Standard Industrial
