States Air Force (USAF) is disseminating this Request For Information
(RFI) notice to solicit information on space concepts described in
long-range development plans addressing USAF Space Command (AFSPC)
operational mission needs (i.e., deficiencies). The 1998/99 USAF
Modernization Planning Process's (MPP) Mission Solution Analysis (MSA)
phase will concentrate on five sub-mission areas and one mission
support area: Counterspace; Space Surveillance; Surveillance & Threat
Warning (S&TW); Military Satellite Communications (MILSATCOM);
Satellite Operations; and Space Training, Education and Exercise
(STEDE). A summary of these areas follows. The Space Control mission is
to assure US and allies safe freedom of action in space by maintaining
complete situational awareness of all space activities; protecting US
and allied space assets and capabilities from threats; preventing
unauthorized use of such assets by adversaries; and when directed,
denying an adversary the use of space assets and negating their
capabilities in and through space. The Counterspace sub-mission area
belongs to the Space Control mission and specifically assures freedom
of action in space for the US and its allied forces through
implementation of the deny and negation functions in and through space.
The Space Surveillance sub-mission area is also a part of the Space
Control mission. It consists of detecting, tracking, identifying,
characterizing and cataloging objects in space and helps function as
"eyes and ears" for the Counterspace sub-mission area. The S&TW
sub-mission uses space-based assets to monitor the earth and the
transitional region from earth to space and to detect activity that
threatens US or allied interests and provides assessment and warning of
this activity to national authorities and deployed forces. The
MILSATCOM sub-mission is to enhance the effectiveness of military
forces and national agencies through reliable Department of Defense
(DoD) satellite communications (SATCOM) support. DoD SATCOM includes
both military-unique systems and DoD use of commercial systems. DoD
SATCOM must be able to provide satellite-based communications
throughout the conflict spectrum -- from peacetime through nuclear war.
The Satellite Operations sub-mission is to command & control space
systems and to distribute space systems information in support of
operational DoD missions; research, development, test & engineering
(RDT&E) programs; and other designated users. The STEDE mission support
area is to gather, organize, analyze, prioritize, and disseminate
information linking user training requirements to training technology
development and transition for current and future space systems for
AFSPC. Detailed descriptions of sub-mission and mission support areas

planning influences future military space funding decisions. We
encourage industry participation because the Air Force is becoming
increasingly dependent on commercial technology. Specific guidance to
facilitate responses to this RFI will be provided by the SMC Concept
Development and Developmental Planning Division (SMC/XRD) in an RFI
package. This RFI package will be made available at the 27 Oct 98
Mission Solution Analysis (MSA) Kick-Off meeting to be held at The
Aerospace Corporation in El Segundo, California. The kick-off meeting
announcement can be found on SMC/XR's Web Site. We are looking for
information to help complete in detail near-term (thru FY05), mid-term
(thru FY13), and far-term (thru FY25) concepts to satisfy mission
needs identified by AFSPC. Separate RFI packages are being prepared for
each sub-mission and mission support area. These packages will contain
the current concepts plus a list of questions detailing the
information needed for each concept. A concept template is to provide
additional guidance regarding the information needed to fully evaluate
concepts for validity and potential long-range planning development.
Your vision, knowledge and expertise are essential in engineering
cost-effective concepts to meet AFSPC's operational mission needs. The
concept descriptions require comprehensive performance descriptors for
space, launch, ground, and support segments. These descriptions must
include figures of merit (FOM) that objectively describe the
performance required to make the concept a cost-effective solution.
Discuss the concept of operations in the context of the eight
supportability areas of: space training, education and exercise;
logistics; facilities and basing; security forces; communications and
information management; manpower and personnel; test and evaluation;
and medical. We recognize that not all concepts will be at a stage of
maturity necessary to provide complete information in all areas. All
submitted concept information and descriptions will be reviewed by
SMC's space Technical Planning Integrated Product Teams (TPIPTs)
consisting of members from Air Force Materiel Command (AFMC) Product
Centers (e.g., Space and Missile Systems Center (SMC), Electronic
Systems Center (ESC), Aeronautical Systems Center (ASC)); AFSPC; USAF
Research Laboratory (AFRL); Air Education and Training Command (AETC);
and possibly other USAF and DoD agencies. Non-US firms are welcome to
respond to this RFI announcement. However, only DoD security-cleared
contractors are invited to attend the MSA Kick-Off meeting at The
Aerospace Corporation on 27 Oct 98. Upon request (verbal or written) we
will provide additional information to interested parties in either an
unclassified or a DoD Secret format. For those parties requesting the
classified version, you must provide your Commercial and Government
Entity (CAGE) Code and the name and phone number of the Defense
Security Service (DSS) office that manages your facility before the
requested information will be furnished. We encourage electronic
submission of information to the TPIPT Chiefs via Email messages.
However, regular mailings with computer diskette or CD ROM to the
relevant TPIPT will be accepted. Do keep in mind, however, that Email
is not the best means of communication for all situations, particularly
when matters need to be treated confidentially. Proprietary information
will be accepted and protected as required. Requests for additional
information must be made no later than 30 Nov 98 and all responses
should be submitted NLT 31 Dec 98 to SMC/XRD. After the initial review
of your inputs by the TPIPT, additional information may be requested
and/or provided either directly or through local and wide area
networks, on-line services, and the Internet. While our focus will be
to understand and better define presently baselined concepts, new
concepts to solve operational mission needs will be accepted and will
be reviewed for appropriateness. All responsible sources may submit a
response to this RFI which shall be considered by the Air Force. This
synopsis request is for information and long-range planning purposes
only and does not constitute a solicitation, nor is it to be construed
as a commitment by the government. The government does not intend to
award any contract based on this action or to pay any costs associated
