ejsilva@sandia.gov. Subject to the availability of funds, Sandia
National Laboratories/New Mexico (Sandia) intends to contract with a
single entity for Design-Build services to design and construct the
Model Validation and System Certification Test Center (MVSCTC) in
Albuquerque, NM. The Contractor shall have full responsibility for the
complete project, including programming, design, equipment
procurement, construction, installation of equipment, systems
integration, documentation and commissioning. The purpose of this
announcement is to invite interested firms to submit their
qualifications to provide these services. The MVSCTC will consist of
the following: 1) Complete re-modeling of an existing 16,000 SF
building (and associated site improvements) to house a Centralized
Remote Control Center (CRCC), formal customer presentation room, light
laboratories, storage, office and administrative areas; 2) New high
speed communications infrastructure, which links the CRCC to remote
test and experimental sites utilizing combination of fiber optics,
microwave, and copper cable, 3) Integrated electronics suite to manage
the communications systems, interface the information systems to the
test capabilities, and allow operators, engineers, and customers to
control capability functions and observe and record operations, 4) A
comprehensive database and network interface capability allowing users
of test data to query and retrieve test and simulation data at
dedicated terminals in the building and at their desktops through the
existing Sandia Internal Restricted Network, and 5) Enhanced
visualization system to present, view and analyze test data using
three-dimensional visualization technology. Equipment required to
perform these functions includes, but is not limited to, digital
network and video switching and transmission hardware; computer
systems; video and recording systems; data storage systems, desktop and
large-format multi-media presentation systems, and hardcopy
peripherals. Following is the budget estimate (in $k) for design and
construction of the MVSCTC. These figures are at current prices
(October 1998) and do not include contingencies for design or
construction: Site Improvements -- $272; Building Remodeling -- $3,142;
Communications Infrastructure -- $2,281; Command and Control System --
$3,580; Supporting Software -- $3,018; Standard Equipment -- $4379;
Total -- $12,730. In addition to the MVSCTC, Sandia will incorporate an
option to contract with the Contractor for Design-Build services to
upgrade remote Instrumentation and Control Systems for a number of the
experimental sites that will be connected to the MVSCTC so as to
effect remote control operations (eg, Centrifuges, Mechanical Shock and
Vibration, Radiant heat, etc.) 3 to 5 million additional dollars are
budgeted for this activity over the next 3 years. Qualified firms shall
have demonstrated knowledge and experience in Design-Build services in
the following areas: 1) High efficiency communication systems
integrating instrumentation, data communications, video, and control
transmissions between a central location and multiple remote test and
experimental sites; 2) Remote test site communication transmission
systems using single- and multi-mode fiber optics, including switching,
routing, and termination equipment; 3) Distributed video systems that
tie multiple remote test sites to a central control location with
fiber-optic and switching gear necessary to yield highly efficient site
operations; 4) Safety associated with remote operation of sites
containing high energy (e.g., explosives, propellants) that must be
absolutely controlled for personnel and facility safety; 5)
Connectivity processes that ensure privacy and absolute control
integrity via remote operations; 6) Remote control system, data
acquisition, data storage, and video routing software, 7) Complete
remodeling of an existing facility including all building systems, and
8) A proven capability of preparing CADD files in MicroStation 95 or
later. Mandatory Qualifications: Sandia will determine if the Offeror
meets the following mandatory qualifications on a pass-or-fail basis.
If the Offeror passes, they will be further considered. Mandatory
Requirements: 1) Offeror must have a proven record of successfully
completing design-build projects of comparable size, complexity and
function; and 2) Offeror must demonstrate the capability of providing
full systems integration capabilities in support of the project. Firms
lacking specific experience in projects of the nature and magnitude
specified herein should not respond. All interested firms should submit
ten (10) copies of a Statement of Qualifications for Design-Build
services. The Statement of Qualifications must include standard forms
SF254 and SF255 edited to provide information relevant to MVSCTC. The
Statement of Qualifications is limited to 60 pages including the
SFs254/255. The Statement of Qualifications shall follow the following
format: (A). Company information as applicable: 1) Brief history of
company, 2) Statement as to whether the company is an integrated
Design-Build firm or is intending to joint venture or sub-contract on
this project to provide either design or construction services, 3) List
of proposed joint-venture partners/sub-contractors/consultants and
brief history of the company's working experiences with each of them,
if any, 4) Qualifications and experience of all joint-venture
partners/sub-contractors/consultants, relevant to MVSCTC, and 5)
Company's experience with projects similar in scope and functionality
to that of the proposed MVSCTC project. Include points of contact for
these projects with phone numbers. Items 4) and 5) may be in the SF254.
(B). Project Team to include the company's project executive, project
manager and construction superintendent, discipline leads (including
CADD), design personnel, and partner/sub-contractor/consultant
personnel, if applicable, (Individuals named in the proposal will be
part of the contract; unavailability of these individuals at the time
of award may constitute a basis for disqualification) in this format:
1) Organization chart illustrating relationship of firms and key
personnel, 2) Definition of each team member's roles and
responsibilities, 3) Experience of each individual team member,
including professional designation, certification, education, and
technical experience, and 4) List of projects specifically relevant to
MVSCTC which proposed individual team members have worked on jointly.
Items 3) and 4) may be in the individual team members' resume in the
SF255. (C). Project Approach in this format: 1) Define project team's
methodology and techniques for gathering requirements and developing
design concepts for all facilities, systems and software; 2) Explain
how project team will incorporate the gathered programming information
into functional systems, software and building program documents; 3)
A Work Plan which defines your corporate plan in a step-by-step
approach for executing the MVSCTC project (including, but not limited
to, a descriptive explanation of activities and interfaces to occur at
each step, schedule tracking procedures, cost estimating techniques,
internal QA process, and external QA interfaces); and 4) Identify your
plan for cost control during construction of the project. Following
receipt the proposals will be evaluated and scored by a committee of
Sandia personnel. Sandia will short-list candidates to be interviewed
in Albuquerque, NM. Sandia shall not be responsible for the cost to
prepare Qualification Statements or Proposals. The final selection will
be based on a "Best Value Determination". The proposed schedule for
selection of a design-build contractor is as follows: Responses to this
CBD Announcement due November 16, 1998. Interview short listed offerors
the week of December 14, 1998. Issue Request for Quotation to further
short-listed offeror(s) December 22, 1998. Site Tour/Pre Quotation
Meeting first week January 1999. Further short listed offerors
quotations due mid to late February 1999. Contract Award and
notice-to-proceed n March 1999. No othergeneral notification for this
