The Naval Undersea Warfare Center, Division Newport, RI plans to procure full life cycle support services for various Torpedo Systems under the cognizance of Technical Code 81. Tasks include: performing configuration management (analyzing Configuration Status Accounting documentation; performing Configuration Audits; preparing, reviewing and maintaining Engineering Change documentation; and, staffing the master CM documentation library/repository located at NUWCDIVNPT); performing production engineering support (reviewing hardware and software engineering documentation; developing and maintaining Developmental, Design and Product engineering drawings; and, reviewing Specification Change Notices); performing Reliability/Quality Assurance (preparing hardware inspection system plans; preparing hardware/software QA program plans; implementing/operating/monitoring QA programs; investigating quality deficiencies). It is anticipated that a five year Indefinite Delivery/Indefinite Quantity type contract with Cost Plus Fixed Fee provisions will be placed. Anticipated ceiling is 530,600 hrs. with major labor categories being: Engineers (3 levels); Reliability/QA Engineers (2 levels); Drafters; Specification Analyst; Illustrators; Configuration Management Specialists (2 levels). Required Security Classification is TOP SECRET. A single award is anticipated- to be placed on the basis of Best Value. Evaluation Criteria includes: Technical Approach; Past Performance; personnel; management Approach; Facilities; and, Cost. This represents a follow-on to contract N66604-94-D-A116 which was competitively awarded to McLaughlin Research Corp. The subject procurement, however, is a 100% set-aside for small businesses.
