SPAWAR intends to issue a sole source contract to Program Support Associates (PSA) Inc., for maintenance and modernization of the Financial Management Information System (FMIS), to support the business and financial management functions of SPAWAR program offices. The contractor will provide complete operational and technical support of the FMIS software product, provide preventative and corrective maintenance of FMIS, enhancement to FMIS to meet emergent requirements and software configuration management support to the user communities, including modules to produce required interfaces with financial systems in SPAWAR 01 and other external organizations, for a maximum of five (5) years (base year and four (4) option years). FMIS is a software system with hundreds of thousands of lines of code. PSA developed the FMIS software and is the only contractor with the required knowledge and expertise necessary to maintain and support this software system. SPAWAR intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. All interested parties may identify their capability to respond to the requirement by providing supporting evidence that they can furnish the required services without interruption to the existing service and added expense that would exceed the total intended transaction cost. This is not a request for proposal and there is no solicitation available. However, all responses received within 10 days after the date of publication of this synopsis will be considered by the Government.
