It is the intent of the Government to design and build the replacement of the irrigation system for the 18-hole, Par 72 Admiral Nimitz Golf Course. The project includes a new automatic irrigation system to cover fairways, tees, and greens; a lined water storage reservoir; and a pre-engineered pump station. The design work includes topographical survey and necessary soil investigation for design of the new irrigation system. The Government intends to award a firm fixed-price contract without discussions; however, it reserves the right to hold discussions. Source selection procedures will be used and award of the contract will be to the offeror whose technical and price proposal is considered the best value to the Government. The evaluation factors are as follows: Factor A -- Technical Qualifications, subfactor (1) past performance and experience, subfactor (2) approach to construction, Factor B -- Price and Factor C -- Subcontracting Goals, subfactor (1) participation, subfactor (2) past performance. The budget ceiling is $1,410,000.00. Plans and specification will be available on or about 04 November 1998 at no charge and issued on a first come first serve basis. Only one set per company. The due date for receipt of proposals is 04 December 1998. The SIC Code is 1629 with an annual size standard of $17,000,000.00. This procurement is 100% set-aside for Small Businesses.
