Services for the Tennessee Army National Guard at the Volunteer
Training Center, Smyrna, TN". The Government anticipates awarding a
requirements contract to operate a full time dining facility at this
location. This contract will include ordering of subsistence and
supplies, preparation and serving of meals, and cleaning of the
facility. The contract will be for a base year plus four one year
option periods. Monthly feeding requirements will be issued by delivery
orders. The Government will provide the facility, utilities, and some
equipment. The contractor will provide all supervision, labor,
supplies, subsistence, utensils, paper products, and cleaning supplies.
The contract will be priced on a per meal basis. Three (3) meals a day
will be required and meals will be served Sunday through Saturday
including some holidays. This acquisition is 100% set-aside for small
businesses. The Standard Industrial Classification is 5812, the size
standard is $15 million. Estimated price range for this acquisition is
between $100,000 to $500,000 per year. All prospective offerors
interested in submitting a proposal in response to this Request for

accordance with best value source selection procedures. Award will be
based on factors other than cost or price alone however, price will be
more important than the technical factors. The following is the
technical evaluation criteria which shall be weighted equally among
each factor: (1) Management Ability: (a) Organization Chart, (b)
Staffing considerations, (c) Safety and sanitation considerations, (d)
Financial capability; (2) Quality Assurance: (a) Food Ordering, (b)
Quality control in food preparation, (c) Customer service and support;
(3) Past Performance/Company Experience. Request for Proposal No.
DAHA40-99-R-0001 will be issued on or about 5 November 1998. Proposals
will be due on or about 20 November 1998, with a contract start date
