Duties are to be performed at the Federal Correctional Institution, Ray Brook, New York. Due to the nature of this contract, all individuals working within the confines of the institution will be required to submit to Security Clearances. This will be a competitive procurement with award being made to the responsible offeror whose quote, conforming to the solicitation, will be most advantageous to the Government, based on overall best value. Best value will be determined by evaluating each offer for one or more of the following: price, past performance, quality, comparison with other offers, administrative cost. No formal evaluation factors or numeric scoring will be used in the evaluation of offers. Services will be required during the normal work week, with a maximum of 5 sessions per week (1 session = 6 hours). The base year of the contract will run from date of award through September 30, 1999 with one (1) option year period for renewal. Solicitations will be available O/A 10/26/98. It is anticipated that this solicitation will result in a Firm-Fixed Requirements type contract. Requests for the solicitation are to be in writing and addressed or faxed to the Contacting Officer.
