The Defense Information Technology Contracting Organization (DITCO) intends to modify Contract No. DCA200-97-D-0073, Joint Surveillance System-Communications Service (JSS-CS) to include technical support and enhancements of the Hawaiian Region JSS-CS into the current Statement of Work. The contractor is GTE Government Systems Corporation, 2101 Executive Drive, Hampton VA 23666-2416. The mission of the JSS-CS is peacetime air sovereignty and surveillance/drug interdiction and war time limited air defense. The current contract provides program management, maintenance (on site and corrective), technical support, and technical enhancements for the JSS-CS communications terminal equipment in the CONUS and Alaska regions. Equipment is located at Region/Sector Air Operations Centers and remote locations, such as sensor sites, Ground Air Ground (GAG) radio sites and fighter units. The contract will be modified to include maintenance and support of the Hawaiian JSS-CS Region, which consists of telephonic support services under an existing Contract Line Item Number (CLIN), when requested to assist and advise government system maintainers in diagnosis, isolation of the source(s) of a JSS-CS system problem, interfacing or connecting to R/SAOC communications equipment and facilities currently covered under the contract. In addition, the modified contract will allow for system growth, changes and enhancements to the Hawaiian JSS-CS. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1).
