The National Institute of Standards and Technology has a requirement for a contract researcher. The researcher is needed for a project involving the prediction of critical lines of systems with azeotropes and/or liquid- liquid immiscibility using vapor-liquid equilibrium and coexisting density data. The researcher must have expertise (demonstrated experience and knowledge) in the following five areas in order to complete the project according to the required schedule: a) Van Poolen's method of predicting the critical points of pure fluids using simultaneous fitting techniques and how this method can be extended to mixtures, b) liquid-volume fractions and Van Poolen's phase rule, c) prediction of critical lines from critical and/or subcritical region vapor-liquid equilibrium and coexisting density data without incorporating an equation of state, d) scaling laws and corresponding states type analyses of mixtures using a variety of thermodynamic paths including temperature, composition, fugacity fraction,and liquid-volume fractions, and e) determination of the statistical uncertainty in the predicted critical line values. Dr. Lambert Van Poolen has been identified as a leading expert in this field with over 24 years of experience in research on the thermophysical properties of fluids. He has the level of expertise and the unique skills required to perform the proposed research. Interested sources must submit a written qualification statement with references, showing experience with the Van Poolen method of predicting the critical points of pure fluids. No RFQ is available, however, interested sources must reference Synopsis No. NB838000903730JW. In the absence of other qualified sources, it is the intent to award on a sole source basis to Dr. Lambert Van Poolen, Calvin College, Grand Rapids, MI. This announcement/solicitation is being issued under the Simplified Acquisition Procedures, FAR Part 13 (NTE $100,000.00). The award decision will be based upon the best value to the Government, with technical merit and past performance being significantly more important than price.
