202-776-8720 The INL Bureau is requesting offers for the purchase of
some special equipment law enforcement items to be exported out of
country. This procurement is a small business set aside and a
solicitation. The list of items includes the following:51 ea.
lightweight body armor vests Class IIIA with full upper torso
protection and kidney protection for males in colors black or blue to
be worn under the shirt. 51 ea. duty belts and under belts. 50 ea.
utility pouches. 50 ea. duty magazine pouches. 50 ea. duty handcuff
pouches. 51 ea. duty holsters. 50 ea. Smith & Wesson Mod. 100 handcuffs
brand name or equivalent and alternate offer for 51 ea. High Security
Smith & Wessons handcuffs or brand name equivalent. 12 ea. Leg irons
"Smith & Wesson" or brand name equivalent. VENDORS MUST CALL OR FAX THE
CONTRACTING OFFICER AT THE NUMBERS LISTED ABOVE TO REQUEST A COPY OF
THE ITEM SPECIFICTIONS AND A FORM TO COMPLETE WHICH CERTIFIES STATUS AS
A SMALL BUSINESS. The Government will make an award to the responsible
Offeror(s) whose offer conforms to the solicitation and the
specifications and is most advantageous to the Government (i.e., that
which represents the best value to the Government, cost or price and
other factors including time period required for delivery to mail
pickup point. The items must be sent by express mail to Bangkok,
Thailand. The combined relative merit of the technical evaluation
factors listed above will be more significant than cost or price in the
selection of the contractor. While the cost or price factor has no
numerical weight, it is a criterion in the overall evaluation of
proposals. Furthermore, the proposed cost or price must be reasonable
and reflect technical requirements. The Govt. may award to other than
the lowest priced Offeror. In the event that two or more offers are
technically equivalent, the cost/price & delivery time to mail pickup
point will be primarily important. Total prices quoted must be FOB
price to mail pickup point and onward to Bangkok by express mail. Total
price quoted to the Govt. must also include the cost of insurance of
these items. The final ship to address will be provided to the winning
vendor. For estimation purposes of transportation costs, the final
ship to address will be the American Embassy, Bangkok. All responsible
