Navy seeks to identify responsible sources and obtain information in
regard to privatization of utility systems in accordance with 10 USC
2688, "Utility Systems: Conveyance Authority." NAES Lakehurst is
seeking interest and information specifically for the privatization of
the potable water, non-potable water, and wastewater utilities
systems. The resulting privatization will include assumption of
ownership, operation, and maintenance, and obligation to continue the
service for an indefinite and ongoing period. Should privatization
result, the ownership of the entire utility plant and/or distribution
system, including all operating responsibility shall transfer to a
regional or municipal utility or to a private company. All
responsibility for maintaining reliable service, including such items
as environmental compliance, maintenance costs, major system
renovations, construction, equipment, manpower, and overhead costs
shall become the utility provider's responsibility. It is intended that
privatization will reduce the Navy's life cycle costs. The following is
provided only to give an approximation of the size and general
description of the system. Any numbers may only be estimates for this
purpose. Water System: Raw water is supplied by eighteen wells. Raw
water is treated at four treatment plants. A portion of the base
receives potable water from the Borough of Lakehurst. Total consumption
averages 382,000 gallons per day. The Navy's distribution system
consists of 34,000 linear feet of pipe up to 10 inches in diameter, two
elevated storage tanks, two ground level storage tanks, and two
hydropneumatic tanks for a combined storage volume of 731,000 gallons.
A portion of the distribution system is combined potable and fire
protection. Non-Potable System: Fire protection for a portion of the
base is provided by a non-potable water system. Water is supplied by
two wells and one pond. The Navy's distribution system consists of
21,000 linear feet of pipe up to 16 inches in diameter, two ground
levelstorage tanks for a combined storage volume of 750,000 gallons.
Wastewater System: Wastewater is sent to Ocean County Utility Authority
for treatment and disposal. The Navy's collection system consists of
50,000 linear feet of pipe, fifteen lift stations, and thirteen septic
tanks. This request for information is a required component of a
complete and systematic process to evaluate interested parties under
the Department of the Navy's utilities privatization program. In order
to minimize costs both to potentially interested parties and the
government, this notice is being issued to determine the interest and
feasibility of proceeding with a formal request for proposals. Should
insufficient credible interest be identified for a privatization
action, it is highly likely that no formal solicitation will be issued.
SHOULD INTEREST BE DETERMINED SUFFICIENT, A FORMAL REQUEST FOR
PROPOSALS MAY BE FORTHCOMING. Interested parties should provide a
statement of interest on company letterhead (not to exceed 20 pages
inlength, printed on one side only, and double-spaced). The statement
shall include as a minimum the following criteria: (1) capability and
experience in the ownership operation and maintenance of similar
systems; (2) financial capacity to purchase, expand, and operate a
utility system; (3) a statement showing its understanding of an
obligation to provide continuous utility service; (4) understanding of
any applicable state or local utility law or franchise requirements,
and capability of complying with such requirements; (5) understanding
of the federal, state, and local environmental laws and regulations and
its familiarity and experience with environmental compliance procedures
and regulations for the state of New Jersey and US Environmental
Protection Agency, Region -- 2. The Government does not intend to issue
a conveyance document on the basis of this announcement or otherwise
pay for the information solicited. It should be noted that individual
RFIs for different utility systems may be issued in the same time
frame. A separate response to each RFI is required. A one-day site
visit will be held on 11/05/98, interested parties report to the Pass
Office at 0800 hours. The point of contact concerning the site visit is
ENS Joel VanEssen, (703) 323-1911. It is required that interested
parties RSVP with ENS VanEssen one week prior to the site visit and
limit the number of persons attending to two persons per company.
