to identify responsible sources and obtain information in regard to
privatization of utility systems in accordance with 10 USC 2688,
"Utility Systems: Conveyance Authority." Naval Security Group Activity
Sugar Grove, West Virginia is seeking interest and information
specifically for the privatization of natural gas utility systems. The
resulting privatization will include assumption of ownership,
operation, and maintenance, and obligation to continue the service for
an indefinite and ongoing period. Should privatization result, the
ownership of the entire utility plant and/or distribution system,
including all operating responsibility shall transfer to a regional or
municipal utility or to a private company. All responsibility for
maintaining reliable service, including such items as environmental
compliance, maintenance costs, major system renovations, construction,
equipment, manpower, and overhead costs shall become the utility
provider's responsibility. It is intended that privatization will
reduce the Navy's life cycle costs. The following is provided only to
give an approximation of the size and general description of the
system. Any numbers may only be estimates for this purpose. Natural Gas
System: The transmission pipeline that provides natural gas to the
Support Site of Naval Security Group Activity (NSGA), Sugar Grove, West
Virginia is a single 6 inch pipeline that starts at Columbia Gas's
interstate transmission pipeline north of Peru on West Virginia Route
7 in the vicinity of Moorefield, West Virginia. The pipeline connects
to the Columbia Gas pipeline via a pressure reducing station and short
spur that is owned and operated by Mountaineer Gas, Inc. The gas is
metered by Mountaineer Gas at this pressure reducing station. From this
point the pipeline runs approximately 26 miles with a maintained
pressure of 52 PSIG to the receiving point in the Support Site. The 6
inch pipeline is constructed of standard schedule welded carbon steel,
has Class 150 flanges and fittings. The pipeline is normally buried
approximately 24 to 50 inches below ground surface and is cathodically
protected. The pipeline pressure is reduced to 12 PSIG in the Support
Site distribution system. The distribution system consists of
approximately 28,388 linear feet of various size of lines both steel
and plastic pipe ranging from 6 inch to 1 inch to feed the various
buildings. The distribution system is buried approximately 24 inches
below ground surface, with no cathodic protection provided. Consumption
for the past 12 months was 117,100 hundred cubic feet (CCF). The peak
monthly consumption was 20,650 CCF. This request for information is a
required component of a complete and systematic process to evaluate
interested parties under the Department of the Navy's utilities
privatization program. In order to minimize costs both to potentially
interested parties and the government, this notice is being issued to
determine the interest and feasibility of proceeding with a formal
request for proposals. Should insufficient credible interest be
identified for a privatization action, it is highly likely that no
formal solicitation will be issued. SHOULD INTEREST BE DETERMINED
SUFFICIENT, A FORMAL REQUEST FOR PROPOSALS MAY BE FORTHCOMING.
Interested parties should provide a statement of interest on company
letterhead (not to exceed 20 pages in length, printed on one side only,
and double-spaced). The statement shall include as a minimum the
following criteria: (1) capability and experience in the ownership
operation and maintenance of similar systems; (2) financial capacity to
purchase, expand, and operate a utility system; (3) a statement showing
its understanding of an obligation to provide continuous utility
service; (4) understanding of any applicable state or local utility law
or franchise requirements, and capability of complying with such
requirements; (5) understanding of the federal, state, and local
environmental laws and regulations and its familiarity and experience
with environmental compliance procedures and regulations for the state
of West Virginia and US Environmental Protection Agency, Region 3. The
Government does not intend to issue a conveyance document on the basis
of this announcement or otherwise pay for the information solicited.
It should be noted that individual RFIs for different utility systems
may be issued in the same time frame. A separate response to each RFI
is required. A one-day site visit will be held on 16 November 1998 at
10:00 AM. Interested parties report to Public Works Building 20. The
point of contact concerning the site visit is Mr. Oscar Maddox at (304)
249-6335. It is required that interested parties RSVP with Mr. Oscar
Maddox one week prior to the site visit and limit the number of persons
