Air Warfare Center, Patuxent River, MD intends to procure engineering
services to support AIR-4.10, Concept, Analysis, Evaluation and
Planning (CAEP) Department. This requirement will be presented in an
Oral Presentation format. The purpose of this contract is to provide
warfare and survivability analysis related services and support to
supplement the capabilities of CAEP and the Survivability Division in
weapon system concept design studies. The diversity of study types
requires the application of a wide variety of analysis techniques
including manual simulations, computer modeling, probability and
statistical models and wargaming. Elements of contractor support shall
include vulnerability assessment, mission threat analysis, concept
analysis and system trade studies, survivability assessment, weapons
effectiveness, mission effectiveness analysis, operational
effectiveness analysis, assessments of proposed design changes to
enhance survivability, test design and evaluation, weapon systems
planning, and modeling and simulation development, enhancement,
operation and maintenance. The contractor shall evaluate, for given
weapon systems, proposed mission profiles to identify theaters of
operation, operating conditions, threat environment scenarios, and
threat systems likely to be employed. In support of survivability and
lethality related studies, the contractor shall develop geometric
target models of weapon systems (existing and conceptual) and targets.
The contractor shall develop vulnerability data for weapon systems
(existing and conceptual). The contractor shall conduct a Critical
Component Analysis. The contractor shall conduct analyses of the
ability of existing conceptual weapon systems to accomplish their
missions and their effectiveness within the context of a well defines
operational environment. The contractor shall perform system cost
effectiveness analysis. The contractor shall provide
warfare/survivability analysis simulation and software support
including methodology development, model and simulation (M&S)
development, model graphic user interface (GUI) development,
modifications to existing M&S, acquisition of M&S, verification and
validation of M&S, and M&S documentation. The contractor shall provide
services to support survivability and warfare analysis program
management activities. The contractor shall provide services to support
Integrated Product Team (IPT) and Enterprise Team (ET) system
engineering data management efforts. The contractor shall provide
professional documentation support for graphic drawings, complicated
technical drawings, presentations and reports. The Standard
Classification (SIC) Code is 8711 and the procurement will be conducted
as a small business set aside. The period of performance is for a base
year plus four one year options. The estimated level of effort
required is approximately 166,150 hours for a span of five years,
33,230 hours per year. All responsible sources may submit an offer
