USACE, Vicksburg District, plans to issue a potential six (6) month extension on a sole-source basis to Omni Corporation. This procurement will potentially extend the period of performance under Contract DACW38-93-D-0002 for up to an additional 6 months beyond the current end date of the contract (11/30/98) at an estimated potential cost of $450,000. This extension is required to ensure continued operation and maintenance of John H. Overton Lock and Dam and Lock and Dam No. 3 on the Red River Waterway in Louisiana. No solicitation is available for this sole source acquisition. Omni Corporation is the only company that can provide uninterrupted service to USACE for the six (6) month period. Award to any other source would result in substantial duplication of cost to the Government that could not be recovered through competition and would result in unacceptable delays. Statutory authority for this sole source procurement extension is 10 U.S.C.2304(c)(1)-Only one responsible source. However, firms who believe they can provide these services without any detrimental impact to the services scheduled to be performed by this contract and at a lower cost, should fully identify their interest and capabilities within 30 days after publication of this synopsis. Interested firms have 30 days from the publication of this synopsis to submit in writing to the identified point of contact, their qualifications/capabilities. Responses received after the 30 days or without the required information will be considered nonresponsive to the synopsis and will not be considered. A determination by the Government to not compete this proposed effort on a full and open competitive basis, based upon responses to this notice is solely within the discretion of the Government. The Government does not intend to acquire a commercial item using FAR Part 12. All qualified responsible sources may submit an offer which shall be considered by the agency. See Notes 22 and 26.
