COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 16,1998 PSA#2202TOTAL SHIP TRAINING REQUEST FOR INFORMATION FOR TOTAL SHIP TRAINING.
This is not a notice for solicitation. This is a Request for
Information (RFI); neither a draft statement of work nor specifications
are available. The U.S. Navy's Combat Systems Training Program Office
is responsible for the development and fleet implementation of
shipboard training systems in support of the Navy's Tactical Training
Strategy. Central to this effort is the Battle Force Tactical Training
(BFTT) System which is supported by subsystem discrete, distributed
Onboard Trainers (OBT). These systems operate in a Distributed
Interactive Simulation (DIS) message protocol (migrating to High Level
Architecture (HLA) by September 2000) environment providing a highly
realistic Synthetic Theater of War (STOW) training environment for U.
S. Navy shipboard crews. The Navy has a requirement to enhance the
shipboard training capability to encompass the total ship as the combat
system. In support of this requirement, the Navy is seeking COTS
solutions for additional shipboard systems, e.g., Damage Control,
Machinery Control. These solutions must include full BFTT
interoperability, must provide for simulation/stimulation of the
applicable system(s), must provide for operator/team performance
measurement, and must be IT21 compliant. Interested parties are
requested to provide product brochures, capabilities statements or
other descriptive literature which provides sufficient detail to enable
a preliminary functional evaluation of the COTS product. Information
