D -- FISCAL INTERMEDIARY STANDARD SYSTEM SOFTWARE MAINTENANCE SOL RFP-99-0001/KBT POC Kimberly Tatum, Contract Specialist The Health Care Financing Administration intends to contract with Blue Cross and Blue Shield of Florida (BCBS) on a sole source basis for maintenance of the Fiscal Intermediary Standard System (FISS) claims processing software, millennium compliance software, and for system conversion, migration and support services for Medicare Part A fiscal intermediaries (FI). The Fiscal Intermediary Standard System processes Part A Medicare claims, which include inpatient hospital, skilled nursing facility, home health and hospice care. In addition to maintaining the Fiscal Intermediary Standard System, BCBSF will support the conversion of FIs from other Medicare claims processing systems to the Fiscal Intermediary Standard System and the migration of FIs to any new FI data processing centers. The aforementioned services are currently being provided to HCFA under a contract with Florida Blue Cross Blue Shield. BCBSF will support the integrity of the Medicare claims processing environment for Medicare providers and beneficiaries and must ensure that Medicare Part A program changes are programmed for millenium compliance and in accordance with Medicare regulations and requirements in the key areas of data collection and validation, claims control, pricing, adjudication, correspondence, reimbursement and financial processing. BCBSF must also develop and support the effort of FIs who are converting to the Fiscal Intermediary Standard System, or migrating to other FI data processing centers. In addition, BCBSF will coordinate and support the activities of Medicare Part A contractors who are not renewing their Medicare contracts. Duties include data and computer software mapping, developing conversion software programs that are millennium compliant, coding and implementing Medicare operational and policy determinations, enhancements, writing and testing Medicare Part A conversion software, developing and presenting Medicare Part A technical training classes on the Fiscal Intermediary Standard System, providing technical training and direction to the FI Data Centers, supporting the HCFA FI Change Control Board meetings, providing help desk support on Medicare Part A software maintenance and transition activities, supporting Medicare Part A high volume transaction processing as required by any FI, and providing Medicare programming support activities. This notice of intent is NOT a request for competitive proposal. Contracting for the software system maintenance, millennium compliance, conversion and migration support is an interim strategy not expected to exceed April 30, 2001. It is being done to assure a successful and risk-free software conversion past the millennium and to ensure that all FIs are successfully transitioned to HCFA's Fiscal Intermediary Standard System after the millennium. A competitively procured contract for maintenance of the Fiscal Intermediary Standard System will follow this contract when all millennium issues are resolved and when the conversion/transition of the Part A fiscal intermediaries has been completed.
