COMMERCE BUSINESS DAILY ISSUE OF OCTOBER 15,1998 PSA#2201National Cancer Institute, Research Contracts Branch, PSAS, 6120
Executive Blvd, EPS/Room 638, Bethesda, MD 20892-7227 A -- DIAGNOSTIC IMAGING SERVICES SOL RFQ90006(NR) DUE 102998 POC
Marsha Gorham, Purchasing Agent (301)402-4509 & Todd Cole, Contracting
Officer The Diagnostic Imaging Branch (DIB), Diagnostic Imaging
Program (DIP), National Cancer Institute plans diagnostic imaging
services of Dr. Curtis P. Langlotz, 5 Biddle Way, Mt. Laurel, NJ 08054.
The Diagnostic Imaging Program (DIP) has responsibility for the
planning, evaluation, and coordination of all extramural NCI research
related to diagnostic imaging. The Diagnostic Imaging Program plans and
conducts research in the development of new imaging modalities;
conducts research for the development of imaging techniques that relate
the imaging properties of cancer to tumor physiology, tumor metabolism,
and the phenotypes of tumor cells; and has a focused research program
to stimulate the development and clinical application technologies
which use imaging to target minimally invasive techniques of diagnosis
and treatment. The Diagnostic Imaging Program is currently involved
with several efforts to analyze and understand the current state of
imaging trials. Specifically, there are four areas which the DIP is
interested in examining. First, the NCI is interested in examining and
obtaining information on appropriate standards for data collection
from imaging trials. The DIP specifically requires information on the
database developed by the American College of Radiology to determine
the usefulness of this database as a centralized source of imaging
trials information. Second, the NCI is interested in expanding the role
of community radiologists in NCI-funded imaging trials and to gain an
understanding of the potential roadblocks in increasing recruitment of
community radiologists in imaging trials. Third, the DIP would like to
further the goal of inter Institute coordination of informatics
activities relating to diagnostic imaging. Finally, the DIP would like
to establish appropriate liaisons with organizations such as the
Radiological Society of North America and the National Electrical
Manufacturer's Association to foster collaborations pertaining to
informatics as it relates to diagnostic imaging. Dr. Langlotz is a
radiologist (M.D.) with a Ph.D. in informatics. He has an extensive
background in medical imaging informatics. He has extensive
publications in the field of diagnostic imaging and has conducted
numerous lectures related to informatics in diagnostic imaging. His
unique education and background in diagnostic imaging and informatics
is required in reviewing the database developed by the American College
of Radiology. In addition, because Dr. Langlotz is well known in the
diagnostic imaging field, based on numerous publications and active
participation in professional societies relating to imaging (e.g., the
American College of Radiology, the American Roentgen Ray Society, and
the Radiological Society of North America, and others), he is an
expert on issues pertaining to diagnostic imaging, including those
surrounding community radiologists. Dr. Langlotz currently serves as an
Assistant Professor of Radiology in the Department of Radiology for the
University of Pennsylvania, and he is on the University of Pennsylvania
School of Medicine Task Force on Health Promotion and Disease
Prevention, chairing the Subcommittee on Informatics. Because of his
background in diagnostic imaging and medical informatics, and his
contacts and reputation in both fields, Dr. Langlotz is uniquely
qualified to provide guidance to the Diagnostic Imaging Program; review
and report on the aforementioned issues; and organize liaisons with
other NIH Institutes and Centers involved in informatics so the
Diagnostic Imaging Program (DIP), NCI can receive adequate input and
establish informatics goals. There is no other individual known to NCI
with Dr. Langlotz's combination of training, skills and experience.
Dr. Langlotz is the only known source who can perform the above reviews
and provide guidance on the issues to meet NCI's information needs. If
any interested party believes it can perform the above work and has
significant experience in both of the above areas, it may submit a
statement of capabilities. The statement of capabilities and any other
information furnished must be in writing and must contain material in
sufficient detail to allow NCI to determine if the party can perform
this requirement. Capability statements must be received in the
contracting office by 1:00 p.m. EST, on October 29, 1998. If you have
any questions, please contact Marsha Gorham, Purchasing Agent on (301)
402-4509. A determination by the Government not to compete this
proposed requirement based upon responses to this notice is solely
within the discretion of the Government. Information received will be
considered solely for the purpose of determining whether to conduct a
competitive procurement. Posted 10/13/98 (W-SN261372). (0286) Loren Data Corp. http://www.ld.com (SYN# 0001 19981015\A-0001.SOL)
