http://cbdnet.access.gpo.gov. POTENTIAL SOURCES SOUGHT -- PURPOSE: The
Navy seeks to identify responsible sources and obtain information in
regard to privatization of utility systems in accordance with 10 USC
2688, "Utility Systems: Conveyance Authority." Commander, Pacific
Division Naval Facilities Engineering Command, is seeking interest and
information specifically for the potential privatization of the
electrical distribution system at Ford Island, Hawaii. OBJECTIVE:
Should privatization result, the ownership of the entire Ford Island
electrical distribution system, operation and maintenance, and
obligation to continue the service for an indefinite and ongoing period
will transfer to a private company. All responsibility for maintaining
reliable service, including such items as environmental compliance,
maintenance costs, major system renovations, construction, equipment,
manpower, and overhead costs will become the private company's
responsibility. It is intended that privatization will reduce the
Navy's life cycle costs. SYSTEM DESCRIPTION: The following is provided
only to give an approximation of the size, scope and general
description of the electrical distribution system on Ford Island. Any
numbers may only be used for estimating purposes only. Ford Island
covers an area roughly 1.3 miles long and 0.7 miles wide (approximately
450 acres) centrally located within the Pearl Harbor Naval Complex. The
electrical distribution system at Ford Island is currently owned,
operated, and maintained by Navy Public Works Center (PWC), Pearl
Harbor. The complete electrical distribution system on Ford Island
includes 11.5 kV switching stations, 11.5 kV distribution feeders and
transformers, low voltage service laterals to individual buildings, and
the submarine cables C-10, C-11, and D-8 that feed the island. The
Puuloa network feeders C-10 and C-11 serve Ford Island from Switching
Station C and feeder D-8 from Switching Station D. PWC uses feeders
C-10 and C-11 as their normal power service to Ford Island and feeder
D-8 as a back-up feeder. The maximum allowable load for tie feeders
C-10 and C-11 is 12 MVA. Feeders C-10 and C-11 are not able to support
an estimated future maximum demand of about 20 MVA. This potential
maximum demand reflects the potential load increase due to the future
development of Ford Island, which takes full advantage of the
opportunities on the island to create a working/living community. The
existing Ford Island maximum demand is 6.0 MVA. The average monthly
energy consumption from 1995 through 1997 was 1,500 MWH. PROCEDURES:
This request for interested parties is for gathering information and is
a required component of a complete and systematic process to evaluate
interested parties under the Department of the Navy's utilities
privatization program. In order to minimize costs both to potentially
interested parties and the government, this notice is being issued to
determine the interest and feasibility of proceeding with a formal
request for proposals. Should insufficient credible interest be
identified for a privatization action, it is highly likely that no
formal solicitation will be issued. SHOULD INTEREST BE DETERMINED
SUFFICIENT, A FORMAL REQUEST FOR PROPOSALS MAY BE FORTHCOMING.
Interested parties should provide a statement of interest on company
letterhead (not to exceed 20 pages in length). The statement shall
include as a minimum the following criteria: (1) capability and
experience in the ownership, operation, and maintenance of similar
electrical utility systems; (2) financial capacity to purchase, expand,
and operate an electrical utility system; (3) a statement showing an
understanding of the obligation to serve in regards to continuous
utility services; (4) understanding of any applicable federal, state
(to include Hawaii Revised Statutes, Chapter 269), and local utility
laws, regulations or franchise requirements affecting utilities in the
State of Hawaii, and capability of complying with such requirements;
(5) understanding of federal, state, and local environmental laws and
regulations and familiarity and experience with environmental
compliance procedures and regulations for the State of Hawaii and US
Environmental Protection Agency, Region -- 9. Elaborate proposals or
pricing information is neither required nor desired. Any innovative and
new conceptual ideas to achieve the stated objective are encouraged. It
should be noted that individual RFIs for different utility systems may
be issued in the same time frame. A separate response to each RFI is
required. TOUR: A tour of the electrical distribution system on Ford
Island will be conducted on October 29, 1998 from 0800 to 1100. The
