This procurement is for a food court and vending machine services at the Internal Revenue Service's Consolidated Computing Facility ("CCF") in Kearneysville, West Virginia. The CCF has a population of approximately 1,000 federal employees. The contract will be "concessions type," meaning the winning vendor will receive no payments from the Government. All revenue under the contract will come from patronage. Services include a full service food court serving both breakfast and lunch during Government workdays. Services also include providing approximately 10 vending machines and associated stocking services. Services are scheduled to begin on January 6, 1999. Due to the short timeperiod before contract start, it is anticipated the solicitation will require offerors to submit proof they are already licensed to provide food services and vending services in the state of West Virginia. Additionally, under the Randolph-Sheppard Act, the awardee shall be required to pay a percentage of the profit from the vending machines to the West Virginia Society for the Blind.
