20 -- MARINE TECHNOLOGIES OFFERRING MANPOWER REDUCTIONS POC David L. Boyer, Contracting Officer. (703) 602-8208, X460 Broad Agency Announcement: Smartship New Technologies (Announcement No.: N00024-99-BAA-4010): The Navy plans to continue using USS YORKTOWN (CG 48) as one of our ships for demonstrating innovative technologies aimed at reducing manning requirements and total ownership costs. A Smartship Program goal is to install innovative projects in YORKTOWN and demonstrate the resulting reductions in manpower and benefits associated with reduced total ownership costs. Through this Broad Agency Announcement (BAA), the Navy is soliciting proposals from all areas of industry, academia, government and the Fleet to accomplish this goal. Selection Criteria: The primary selection criteria for all proposals will be the Return on Investment (ROI) that the Navy can achieve. ROI will be defined as shipboard reductions in manpower, maintenance and material that lead to direct cost savings. All offerors are strongly encouraged to be as specific as possible in formulating and presenting ROI in their proposals. Funding: Currentlythere is limited funding identified for this Program, however, funding will be sought for all projects that are found to offer a significant Return on Investment. Format/Length: Proposals shall be submitted on 8.5 by 11 inch paper, single spaced, type size no smaller than 10 point, and printed on one side. Proposals may also be submitted via Email. Proposal length is limited to five pages for both electronic and hardcopy submittals. Submission Deadline: Proposals may be submitted until 31 December 99. This BAA is an expression of interest only and does not commit the Navy to pay any proposal costs related to this announcement.
