Command (NAVSEA) is conducting a market survey in the form of
technical papers to support an evaluation comparing the installation of
common integrated electric drive systems to conventional mechanical
drive systems onboard US Navy ships. Technical papers are desired that
evaluate the installation of a common integrated electric drive system
and a conventional mechanical drive system on DD21, CV(X), or NSSN
variant. The technical paper should include evaluation of secondary
impacts, including but not limited to: hardware development and
acquisition (unit) costs, life cycle, logistics, logistics train,
manning, and operation and maintenance costs. In addition, the
technical paper should address other relevant aspects of the
evaluation, including but not limited to: the appropriate level of
commonality, integration with potentially common power distribution
system components and architecture, applicable technologies, industrial
manufacturing infrastructure requirements and status, and
cost/performance characterization for the target platforms. Inputs from
the power industry, commercial interests, government laboratories,
etc., both domestic and foreign are welcome. Submission of technical
papers is not restricted in any way to any particular entity. All
interested sources are invited to provide three (3) copies of the paper
using the following format: (A) Cover page, clearly labeled "COMMON
INTEGRATED ELECTRIC DRIVE TECHNICAL PAPER", including this notice title
and date, plus administrative and technical points of contact along
with telephone and fax numbers, and (B) A concise summary, not to
exceed 10 pages, describing the specific common integrated electric
drive system and technologies described with explanation of the
commonality features with respect to the three target platforms,
rationale for selection, evaluation of technical maturity, risk and R&D
requirements, and assessment of the status of the associated industrial
infrastructure (preferred method of acquisition by shipbuilders e.g.
commercial markets). The Government may use selected support
contractors as special resources for their evaluation. These
contractors are restricted by their contracts from disclosing limited
rights information or for using it for other than technical assessment.
Any data with limited rights should be clearly marked. This
announcement is a request for information only and is not a Request for
Proposal (RFP), Request for Quotation (RFQ), or announcement of
solicitation and is not to be construed as a commitment by the
Government to issue a solicitation or ultimately award a contract. An
award will not be made on offers/proposals received in response to this
notice. The Government does not represent that any future program
opportunities will result from this solicitation. The Government will
not provide payment for any material provided in response to this
synopsis, nor will the Government return the data provided. All data
will be for official Government use only. Responses are requested
within 30days after publication of this notice. Responses are to be
